** Public Charge ANPRM: Upcoming PIF Sign On Comment & Listening Sessions

Dear Allies,
This week, we share in the disappointment shared by so many of you over the Senate Parliamentarian’s initial ruling on including a pathway to citizenship in the reconciliation process. It is important to remember that, while frustrating, we knew this was a possibility and the fight will continue. Movement allies are moving forward with additional plans and pushing Democratic leadership to move forward to get the job done.
We also want to acknowledge and wholeheartedly denounce the heartbreaking and draconian conditions in Del Rio, Texas, where Haitian asylum seekers are experiencing extreme cruelty and aggression at the hands of the United States Customs and Border Patrol (CBP). As we have always said, immigrant justice is racial justice, and what we are witnessing at the border is no less than a violation of human rights. We condemn the violent and inhumane treatment of Haitian migrants in Del Rio, as well as the aggressive deportations that continue under the Trump-era Title 42 policy, which is being defended by the Biden Administration. We encourage you to read BAJI’s statement here ([link removed]) , this letter ([link removed]) from several Black Civil Rights leaders to President Biden, as well as support the Haitian Bridge Alliance
([link removed]) with their work on the ground in Del Rio.

** Update on PIF Sign On Comment
------------------------------------------------------------
In response to DHS’ Advance Notice of Proposed Rulemaking (ANPRM) on public charge, PIF will circulate a sign on comment to keep the administration moving swiftly toward an NPRM and final rule that counters the chilling effect of the Trump policy and outlines our priorities for a public charge policy that does not discriminate against people of color, women, people with disabilities, older adults, or anyone else. A special thank you to partners, including many members of PIF’s Policy/Legal Working Group and Steering Committee, for their review and contributions in this editing process of the sign on comment.
We anticipate that the sign-on comment will be available for dissemination the week of October 4, please circulate! We’d like to get hundreds of signatures, so please prepare to encourage your networks of local, state, and national organizations to consider signing on. Once available, we’d welcome all our partners to share the PIF sign on letter in newsletters, webinars, coalition calls, and other scheduled communication with your networks.
** Public Charge ANPRM Listening Sessions

Many thanks to partners who participated in last week’s DHS listening session on the public charge ANPRM. For colleagues who weren’t able to attend, it went well, with an overall pro-immigrant family tenor to the comments and no apparent coordinated anti-immigrant effort.
One important thing we learned is that, while DHS had several hundred registrants for the event, active participants were much smaller in number. As a result, everyone who wanted to speak during last week’s session was able to do so.
** Pathway to Citizenship:
Thoughts on the Parliamentarian's Ruling

The upcoming budget reconciliation process is an opportunity to move forward legislation on a path to citizenship. But there are very specific rules in the Senate about what can--and can not--be included in a budget reconciliation package. As you may know, this past Sunday, the Senate Parliamentarian ruled that the first proposal submitted by the Senate Democrats -- that included a path to U.S. citizenship for 8 million people -- does not meet the requirements for the budget reconciliation. We are deeply disappointed by that decision--but are undeterred. Senate champions are pushing additional policies that could get a favorable Parliamentarian ruling and advocates are ramping up their education and advocacy efforts in continued support of passing a path to citizenship now. Just yesterday thousands of immigration advocates and community members gathered in D.C. to bolster support for a pathway to citizenship through the reconciliation process. PIF will continue to advocate for legislation
on a path to citizenship that includes access to public benefits with no harmful restrictions. ** PIF Is Hiring! Apply to be PIF’s Next Director

We shared in a previous email that Eddie has been leading the PIF coalition as Interim Director, and we are now looking to find a permanent, full-time Director! The Director will do what Eddie does now — lead PIF’s overall work, including community outreach and education, communications and narrative, policy advocacy, and partner engagement. The Director will oversee the work of PIF’s talented team of staff and consultants, while leveraging the contributions of PIF’s member organizations through working groups. The Director will also manage PIF’s budget and fundraising strategy. We encourage organizations to share this job announcement with your networks and interested individuals to apply!
