Change is possible when organizations can bravely advocate around issues they care about, and 501(c)(4) nonprofits are important drivers of change. Unlike 501(c)(3) counterparts, 501(c)(4)s can engage in a wide range of advocacy strategies including unlimited amounts of nonpartisan, issue-based lobbying, and some work designed to influence the outcome of elections.

Despite these advantages, raising money is often harder for 501(c)(4)s. Donations are not tax deductible as charitable contributions, and navigating private foundations’ expenditure responsibility rules on using grants to support permissible, nonpartisan 501(c)(4) advocacy can be challenging.
