We'll explain: When the Supreme Court struck down parts of the Voting Rights Act in 2013, they did away with the preclearance requirement, according to which certain states with histories of racial discrimination had to get their proposed maps approved by the Department of Justice.
We are now in the first redistricting cycle in 50 years without that important preclearance requirement in place. Between SCOTUS's decision in Shelby County and their 2019 decision in Rucho, opponents of gerrymandering now have significantly fewer tools to tackle manipulated maps.
