Despite crack cocaine and powder cocaine being two forms of the same drug, penalties for the possession of crack cocaine is 18 times more severe than those for possessing powder cocaine. 

There is simply no scientific justification for such a disparity, yet the consequences of this policy have had a devastating impact on communities of color.
