** Which councils are emissions twins?
------------------------------------------------------------

One of our aims in compiling a dataset of councils' Climate Action Plans is that authorities should be able to learn from one another — and they will surely learn most from the councils facing similar issues or dealing with carbon emissions from similar sources.

With that in mind, our Researcher Alex has been trying out a new way of matching councils, and you can try it out to see which councils are most like yours ([link removed]) now.
