USCCB President Asks Bishops to Consider Special Collection in Dioceses to Assist
Haiti After Earthquake
Reports out of Haiti in the aftermath of the August 14, 2021, earthquake show immense
damage and have resulted in a substantial loss of life; following in its wake Tropical
Storm Grace has added to the devastation and long-standing civil unrest. The people
of Haiti are likely to see ongoing hardship in the weeks ahead as they begin recovery
and rebuilding efforts. Moreover, many parish churches, chapels, schools, and clinics
were devastated which will impact faith communities for years. In response, Archbishop
José Gomez of Los Angeles, president of the USCCB, sent a letter [[link removed]]
to all U.S. bishops asking them to consider taking up a voluntary special collection
in their dioceses for the Bishops Emergency Disaster Fund.
The funds collected for this special appeal will be used to support the pastoral
and reconstruction needs of the Church, as well as the efforts of Catholic Relief
Services and/or Catholic Charities USA, the official relief agencies of the U.S.
Catholic Church, as they and their local agencies respond to immediate emergency
needs and aid in long-term rebuilding and recovery efforts.
USCCB Chairmen Respond to Evolving Crisis in Afghanistan
As the dire situation in Afghanistan continues, Bishop Mario Dorsonville, chairman
of the USCCB's Committee on Migration, and Bishop David Malloy of Rockford, chairman
of the USCCB's Committee on International Justice and Peace, issued a statement

on August 17, 2021, in response to the developing events, conveying particular concern
"for all those requiring evacuation, as well as Afghan women and girls, who risk
losing opportunities gained over the last two decades and now face potential mistreatment."

JFI Action Alert: No More Delay: Positive Immigration Reform Needed Today
If you have not already done so, please view, complete, and share this action alert

related to the budget reconciliation efforts underway in Congress. There is a very
real opportunity to secure legal status and a path to citizenship for millions of
our undocumented brothers and sisters, but we need your voice and support to help
make it happen.
U.S. District Court Orders Reimplementation of Migrant Protection Protocols
On Friday, August 13, 2021, the U.S. District Court for the Northern District of
Texas ordered the "good faith" reimplementation of the Trump Administration's Migrant
Protection Protocols (MPP), also known as "Remain in Mexico." The suit, which was
brought forth by the states of Texas and Missouri, challenged the June 1 termination
of MPP by Department of Homeland Security (DHS) Secretary Alejandro Mayorkas, arguing
that they would incur significant costs following the end of the program. The U.S.
Court of Appeals for the Fifth Circuit denied the Biden Administration's initial
request for a stay (delay) of the order; the decision was appealed to the Supreme
Court of the United States, where the stay was once again denied on August 24. The
Biden Administration has stated [[link removed]]
that it is appealing the full case.

Biden Administration Publishes Long-Awaited Regulations Related to Asylum
On Wednesday, the Biden Administration unveiled a proposed rule [[link removed]]
that will fundamentally impact and shift the country's asylum system. The rule proposes
[[link removed]]
that asylum cases be adjudicated by asylum officers who are specially trained to
decide these claims. Currently, asylum decisions are either adjudicated by immigration
judges, if an individual is apprehended by DHS (defensive asylum), or processed
by an asylum officer from U.S. Citizenship and Immigration Services (USCIS), for
those not in removal proceedings (defensive asylum). More information is available
about the two different types of asylum on the USCIS website [[link removed]].
Because the changes are being proposed through regulation, the public has the opportunity
to submit comments on the rule. All comments are due within 60 days of the rule's
publication (October 19, 2021). More information on the proposed rule is available
from the Migration Policy Institute [[link removed]].
Update: Texas Executive Order Regarding Transportation of Undocumented Persons
On July 28, 2021, Governor Greg Abbott issued " Executive Order [[link removed]]
GA-37, relating to the ground transportation of migrants during the COVID-19 disaster."
The order placed strict limitations on the ability of non-government actors to provide
transportation to migrants in the state of Texas. The Governor's order was temporarily
placed on hold with a restraining order issued [[link removed]]
by U.S. District Judge Kathleen Cardone on August 3. On August 26, Judge Cardone
ordered [[link removed]]a
preliminary injunction, halting the implementation of the order until the case is
decided on the merits. Judge Cardone found that "[t]he order seems to do little
to protect public health despite its purported motivations" and also likely violates
the Supremacy Clause of the U.S. Constitution.
