Yesterday, acting White House chief of staff, Mick Mulvaney, told reporters that the release of military aid to Ukraine this summer was linked to demands that Ukraine’s government investigate the President's political opponent. 

Extorting foreign governments for political favors in exchange for military aid is not 'business as usual.'  It's quid pro quo and it's an impeachable offense.
