John: 10 years ago, Republicans used their control of state legislatures to heavily manipulate the legislative maps. As a result, they consistently won more seats than their share of the vote would suggest over the last decade.

Now, as the redistricting process begins again, the GOP is getting ready to use the same playbook -- and there are a few factors that make this year’s redistricting process even more dangerous than the last one:

• The conservative majority on the U.S. Supreme Court has declined to review cases to limit partisan gerrymandering
• Map-making software has grown more sophisticated, making it easier than ever for lawmakers to draw themselves into the majority
• Harsh new voting restrictions will make it even more difficult to oust map manipulators at the polls
