The House will take a critical vote as early as Monday night on the $3.5 trillion budget resolution supported by Biden that has already passed the Senate. But right now a handful of centrist and conservative Democrats are standing in the way.
One group is trying to limit tax increases on multinational corporations that are currently enjoying a ridiculously low average tax rate of less than 8%. Another group is demanding that the bipartisan infrastructure bill recently passed by the Senate be signed into law before they will support even the first procedural step necessary to advance Biden’s full $3.5 trillion budget package. Some have privately indicated that they would be happy to see the package fail. It will only take three House Democrats voting no for them to get their wish.
But we aren’t powerless. Centrist and conservative Democrats are very sensitive to concerns coming from their home districts. How do I know? Because I used to work for them. On Monday, the U.S. House will return for a vote on President Biden’s $3.5 trillion Build Back Better plan. This vote on the budget resolution (passed last week in the Senate with the support of all 48 Democrats and two independents), is a critical next step toward investing in working families―paid for by ensuring the rich and corporations pay their fair share.
But before the vote, centrist and conservative Democrats are attempting to slash the investments and the tax increases that pay for them that we are demanding. One group of 11 Democrats is trying to delay the Biden administration’s plans for raising taxes on multinational corporations that are paying an average tax rate of under 8%―that’s a lot less than many working families pay.
Another group of 9 conservative Democrats is demanding that the bipartisan infrastructure bill, which also passed the Senate earlier this month, be voted on in the House and signed into law before they will vote to advance Biden’s Build Back Better plan. Their demand is intended to either force deep cuts in the investments Biden has proposed or to block the package altogether.
Some Senate moderates, such as Kyrsten Sinema and Joe Manchin, are demanding that every item in the budget be fully paid for. This means that every dollar not raised from corporations and the wealthy is a dollar that can’t go to healthcare, long-term care, childcare, paid family and medical leave, the child tax credit, clean energy initiatives, and more.

Last week, the Senate passed a budget resolution that proposes investing up to $3.5 trillion to:

Make health insurance, childcare, housing, and college more affordable.

Expand access to affordable home- or community-based care for seniors.

Expand Medicare to include dental, vision and hearing benefits.

Lower prescription drug costs by letting Medicare negotiate drug prices.

Make community college debt-free for those who qualify and increase the maximum Pell Grant award by almost $1,500.

Make preschool available to all 3- and 4-year-olds.

Ensure that all workers have 12 weeks of paid family and medical leave.

Make the expanded child tax credit for low- and middle-income families permanent.

Greatly expand the use of clean energy through new standards and tax credits.
Much of the package will be paid for by:

Raising taxes on corporations and those earning over $400,000 a year.

Letting Medicare negotiate lower prices with prescription drug corporations.
Remember, the package does NOT raise taxes on anyone making less than $400,000 a year, and it will go a long way toward lowering costs for working families.
