View in Browser <[link removed]> <[link removed]> Accelerating Decarbonization with a Clean Energy Standard A national Clean Energy Standard (CES) is one option policymakers are considering that could accelerate the decarbonization of the power sector to meet U.S. climate goals. A CES would increase the proportion of clean energy used to generate electricity by rewarding utilities that meet federal targets and penalizing those that fall short. Yet even while the concept receives lots of attention, many questions remain. Who would be the winners and losers under a national standard? How would fossil fuel producing states fare compared to states that have already moved to renewable sources like wind and solar? How would a federal standard work with the dozens of states that have already adopted renewable energy requirements? And how might a CES affect the electrification of other economic sectors, like transportation? Speakers: David Brown is Senior Vice President of Federal Government Affairs and Public Policy for Exelon Corporation. David has been with Exelon, and its predecessor PECO Energy Company, since 1990. He serves as Exelon’s primary liaison with Congress and Federal agencies, and works actively with national trade associations representing the electric, natural gas, and nuclear energy industries. During his time at Exelon, he’s held a number of leadership positions with the American Gas Association, the Edison Electric Institute, and the Nuclear Energy Institute. Prior to joining Exelon, he served as Legislative Programs Director for the American Nuclear Energy Council. Commissioner Neil Chatterjee was confirmed to the Federal Energy Regulatory Commission in 2017. He served as Chairman from August 2017 to December 2017 and from October 24, 2018 to November 5, 2020. During his tenure, he has championed efforts to ensure FERC’s decisions reflect the rapid changes occurring in the energy sector, including ensuring new technologies such as electric storage can compete freely in energy markets, reforming the Public Utility Regulatory Policies Act, and bolstering grid reliability and resilience. Prior to his tenure at the Commission, Neil served as an advisor to Senate Majority Leader Mitch McConnell (R-KY). Peter Kelly-Detwiler is Co-Founder of NorthBridge Energy Partners LLC, an independent consulting organization with expertise of US energy markets. Peter spent 30 years working in the electricity sector and is the author of “The Energy Switch: How Companies and Customers Are Transforming the Electrical Grid and the Future of Power. Roger Martella is GE’s Chief Sustainability Officer, responsible for leading the company’s approach to sustainability as it relates to Environmental, Social and Governance (ESG). Roger joined GE in 2017 as Director and General Counsel for Environmental Health and Safety. Prior to GE, Roger co-led Sidley Austin LLP’s global environmental law and climate change practices. Roger also served as General Counsel of the U.S. Environmental Protection Agency and as the Principal Counsel for Complex Litigation for the U.S. Department of Justice’s Natural Resources Section. He sits on the board of the Center for Climate and Energy Solutions (C2ES), the Environmental Law Institute, and several environmental NGOs and energy think tanks.
