Dear Digest Readers,
The last week in September was a very busy one for COPE. We began our week of meetings in Leiden with the European Seminar and had 84 members in attendance. The theme on daily realities and future challenges was just that. We focused on a number of daily realities for our members.
Highlights included an excellent presentation on text recycling by Cary Moskovitz, David Hansen and Michael Pemberton, a session on retractions which included an update on COPE’s newly revised retraction guidelines from Council member Howard Browman, a presentation on the Scientometrics of retractions from Thed van Leeuwen, and a presentation from a publisher’s perspective on retraction by Catriona Fennell. I did a presentation on predatory publishing. I want to thank everyone for their feedback on my session and have sent out my powerpoint to everyone who requested the slides. Deborah Kahn presented an overview of the study we completed this past year on our members in the Arts, Humanities and Social Sciences. An unusual treat for attendees was a presentation by Frank van Koffschooten, a journalist, who shared his 25 year experience as a journalist working on publication ethics violations.

DATA FABRICATION IN A REJECTED MANUSCRIPT
A journal rejected two manuscripts because of data fabrication, as confirmed by an inspection of the original patient data. Without the lead author knowing, the co-authors had fabricated the dataset after recruiting only a few patients. The lead author was cleared of misconduct in an institutional investigation but later published one of the manuscripts and other suspicious manuscripts in other journals.
In this case discussion Trevor Lane shares advice given by the COPE Forum, adds to the discussion with further analysis and links to guidance relevant to all disciplines.

COPE's Authorship Discussion Document provides practical advice on addressing the most common issues around authorship with specific guidance where there seems to be consensus and asking for further comments from COPE members in some areas.

A new training programme to help researchers avoid predatory publishers, mixed levels of tolerance to text recycling amongst editors in North America, and a portable peer review platform due to launch this winter.

Predatory Publishing
The US National Science Foundation has awarded researchers at Texas Tech University a grant to develop a training program for researchers to learn to identify and avoid predatory publishers. The goal is for the program to be free and online.

Interviews with journal editors in North America show a wide-range of tolerance for Text Recycling, from tolerance to absolute intolerance. The authors surmise in the abstract that the editors at times have trouble aligning their beliefs and practices.

Peer Review
In December 2019, Review Commons will be launched where authors can post their work prior to submission to a traditional journal and it will undergo "high-quality and in-depth peer review". The reviews, through bioRxiv, can be transferred to participating journals. www.reviewcommons.org
