Texas DFPS to Gov. Abbott: Genital Mutilation Through Reassignment Surgery Constitutes Child Abuse On August 11, Governor Abbott received a response from Texas Department of Family and Protective Services (DFPS) Commissioner Jaime Masters regarding whether genital mutilation of a child for purposes of gender transitioning through reassignment surgery constitutes child abuse. In the letter, Commissioner Masters determined that genital mutation of a child through reassignment surgery constitutes child abuse because it may cause a genuine threat of substantial harm from physical injury to the child. In response, Jonathan Saenz, president of Texas Values said: “We agree with the child experts on this issue, ‘genital mutilation of a child through reassignment surgery is child abuse,’ and we are thankful that Gov. Abbott’s concern on these cruel and damaging acts on children has led to this ruling. We now should make this finding permanent by passing a state law by Rep. Matt Krause to stop genital mutilation and gender modification on children once and for all in Texas.” |
