CLASP has released a new brief on supporting immigrant providers and families with young children through the American Rescue Plan Act (ARPA) child care funds.
The brief highlights the opportunity to support immigrant providers and families with young children after 4 years of anti-immigrant policies and many immigrants being left out of COVID-related relief packages. It outlines the two child care funding streams in ARPA: a stabilization grant program and child care assistance through the Child Care and Development Block Grant (CCDBG) that can support immigrant communities. The brief features recommendations to provide relief and recovery to immigrant providers and families with young children by:
- Conducting outreach and education about eligibility and enrollment processes in immigrant communities to lessen fear and misunderstanding in accessing child care benefits.
- Supporting mental health services for immigrant workers and families. Prioritizing families with low incomes and explicitly including immigrant families (including in family and home-based settings) will reduce barriers to accessing child care benefits.
- Understanding data to target resources and improve state data systems.
- Ensuring that the voices of immigrant communities are reflected in decision-making.
