November 2019 Visa Bulletin

The U.S. State Department released the November 2019 Visa Bulletin this morning.

Family-Based Categories

The worldwide family-based categories will each advance between 4 and 6 weeks. The best news is that the 2A category for spouses and minor, unmarried children of green card holders will remain current. This is the perfect time to marry your green card holding boyfriend or girlfriend and have them sponsor you for a green card.

The sibling category for India inches forward by 2 weeks.

The only family category which will advance for Mexico is 2B, unmarried adult sons and daughters of green card holders which will move forward by 3 weeks.

The only country where there are significant advances is the Philippines where each family category moves forward by 4 to 10 weeks.

Employment-Based Categories

All of the worldwide employment-based categories remain current except for the 1st preference category which advances by 5 weeks.

Some of the EB categories for persons born in China will advance significantly in November. The 1st preference category will move forward by 3 months and the EB-2 category by 10 weeks. Unfortunately, China EB-3 fails to advance and China EB-5 will inch forward by a single week.

The situation remains grim for India. Due to outdated per-country caps, India EB-1 and EB-3 remain frozen while India EB-2 advances by a single day. India EB-5 will move forward by 2 weeks. This is why Congress needs to pass a law to remove per-country caps and increase the number of EB green cards.

The situation for Filipinos continues to improve as the Philippines EB-3 for nurses and other professionals will advance by 3 1/2 months in November to February 1, 2018.
