The care economy is the foundation of our economy, supporting millions of seniors and people with disabilities.
But at the same time, a lack of investment in our care economy has left seniors and people with disabilities without the ability to stay in their homes and stay active in their communities. Care workers have long been underpaid―disproportionately impacting women and people of color.
That’s why Rep. Debbie Dingell and Sen. Bob Casey have introduced the Better Care Better Jobs Act to strengthen and expand access to Medicaid home- and community-based care services, and provide better pay and benefits for the direct care workforce.

Right now, large coverage gaps exist for seniors and people with disabilities, with each state setting a cap on the number of individuals who can receive these critical home care services. The Better Care Better Jobs Act will enhance Medicaid funding for home- and community-based care services (HCBS).
The Better Care Better Jobs Act will also help fulfill President Biden’s commitment to investing $400 billion in our care economy, which would provide dignity to seniors and people with disabilities, keep people active in their communities, and ensure economic stability for some of our lowest-paid workers.
Congress must include and pass the Better Care Better Jobs Act through budget reconciliation and fulfill President Biden’s commitment to investing in our care economy.
