The most any person can contribute to a campaign for Congress is $2,900.
That’s the law.
But a gaping loophole in our campaign finance rules allows any business to open a PAC, stock it with company cash, and shell out $5,000 checks to campaigns. That’s right — corporations can donate about twice as much as people.
How is this even legal?
Last year, I ran for Congress and got out-spent by about $700,000. We lost by only 3 percent in a close race. My opponent, Henry Cuellar, was able to out-spend us because he accepted $1.5 million in PAC money — from folks like Chevron, Exxon, GEO Group (the largest private prison company), and Koch Industries.

I’m an immigration and human rights attorney. I spend my days at work trying to get immigrant families released from inhumane and cruel detention centers. Meanwhile, my opponent Henry Cuellar cashes tens of thousands of dollars in campaign checks from GEO Group, the private prison company that profits off of operating those very same detention centers.
It’s a pay-to-play scheme. GEO Group knows I’m a threat to their profits if I get elected to Congress. So they pay tens of thousands of dollars to fuel Rep. Henry Cuellar’s campaign. Laredo remains one of the poorest cities in Texas, but instead of helping his district he has served his wealthy donors: corporate PACs, fossil fuel companies, defense contractors and private prison profiteers.
