** Community Solutions Updates

** An Urban Institute study examines the community-wide impacts of four Built for Zero communities that have reached functional zero.
------------------------------------------------------------

The research looks at the value of achieving functional zero, a milestone indicating that communities in Built for Zero have ended homelessness for a population.

The study details benefits across the entire community, including the impact on individuals both within and outside the target population; the homelessness response system; and other systems (like health care, criminal legal, and emergency systems).

** ACEH Outreach Updates

The next mobile vaccination clinic with Visit Healthcare is this Friday, August 6th at Peratrovich Park from 1:00pm-2:00pm. Outreach staff will be assisting on the ground as vaccines are administered.

** Center for Disease Control (CDC) Updates

** CDC Announces Eviction Moratorium Through October 3!
------------------------------------------------------------
The CDC announced today ([link removed]) that the Centers for Disease Control and Prevention (CDC) will issue a limited eviction moratorium – starting today through October 3 – for renters living in communities experiencing a surge in COVID-19 cases!

The announcement also comes one day after the Biden administration announced additional steps ([link removed]) it will take to protect renters and prevent evictions during the pandemic, including those recommended by NLIHC and the National Housing Law Project ([link removed]) .

The new moratorium:
* Covers all renters living in communities experiencing a surge in COVID-19 cases, an estimated 90% of all renters; and
* Protects renters for up to two months, through October 3.

** Recent Economic Impact Payments Go to Harder-to-Reach

** President Biden Announces Immediate Steps to Protect Renters from Eviction; Still More Needed
------------------------------------------------------------
The Biden administration issued a statement ([link removed]) outlining additional steps it will take to protect renters and prevent evictions during the pandemic.

In its statement, the Biden administration committed to several actions, including those recommended by NLIHC and the National Housing Law Project ([link removed]) to:
* Direct federal agencies to consider all legal authorities to stop evictions;
* Encourage states and localities to establish or extend their own eviction moratoriums;
* Call on courts to stop eviction proceedings until renters and landlords first apply for ERA;
* Direct federal housing agencies to ensure federally supported landlords apply for ERA rather than evict renters; and
* Ensure federal funds can be used to support eviction prevention efforts by courts, legal aid, and housing counselors.

** Congresswoman Cori Bush Introduces “Unhoused Bill of Rights”
------------------------------------------------------------
Congresswoman Cori Bush (D-MO) on July 28 introduced the “Unhoused Bill of Rights ([link removed]) ,” a federal resolution calling on Congress to end the homelessness crisis by 2025. The resolution urges the federal government to declare the homelessness crisis a life-threatening public health emergency and provides a comprehensive list of more than 30 recommendations to guarantee housing, health care, and livable wages for unhoused people. Those recommendations include universal rental assistance and funding the national Housing Trust Fund at $40 billion annually, two of NLIHC’s HoUSed campaign ([link removed]) ’s policy priorities. This is the first federal resolution that affirms the civil and human rights of unhoused individuals and communities.

** Senator Smith Introduces Bill to Study Connection between Historical Racist Discrimination and Current Disparities in Housing
------------------------------------------------------------
Senator Tina Smith (D-MN) introduced on July 29 the “Mapping Housing Discrimination Act ([link removed]) ” to examine the connection between historical racial discrimination and current racial disparities in housing. If enacted, the bill would create a grant program for academic institutions to study the history of racially restrictive covenants – which were used as tools of discrimination to keep Black families and other households of color from moving into all-white neighborhoods –to better understand their scope and legacy. The bill would create a national, public database at HUD of historical housing discrimination patterns in property records and support local governments’ efforts to digitize local property records.

** HMIS Data Standards Updates
------------------------------------------------------------
HUD has released the FY 2022 Homeless Management Information System (HMIS) Data Standards, which includes - but is not limited to - updates to the Universal, Common, Federal Partner, and Coordinated Entry Data Elements. ICA is reviewing the guidance from HUD and the AKHMIS software vendor to prepare for this update, which will go live on October 1, 2021. Training sessions and materials will be announced in the coming weeks. Stay tuned!

** FY 2021 HOME Match Reductions Published
------------------------------------------------------------
The FY 2021 HOME Match Reductions ([link removed]) list has been published and includes match reductions granted for FY 2021 due to fiscal distress, severe fiscal distress, Presidential disaster declarations, and reductions requested by HOME Participating Jurisdictions (PJs) due to the COVID-19 pandemic. These match reductions were made available to affected states and local jurisdictions through CPD Memo: Availability of Waivers and Suspensions of the HOME Program Requirements in Response to COVID-19 Pandemic ([link removed]) , dated April 10, 2020. For those PJs with fiscal distress and Presidential disaster match reductions, the PJ may take the higher match reduction for the current fiscal year. PJs that requested a match reduction under the COVID-19 waiver received 100 percent reduction of their match
liabilities for fiscal years 2020 and 2021.

Note: Since match reductions due to major Presidential disaster declarations are requested by PJs and granted by field offices at any time during the fiscal year, this list will be updated as needed.


** 2021-2022 EDA-ARPA Funding Opportunities Now Available

On Friday, July 23, 2021, EDA published six separate Notices of Funding Opportunities (NOFOs) soliciting applications for its ARPA funds. In order to help facilitate participation in these programs, EDA will begin hosting a series of webinar presentations for EDA grantees and partners beginning August 2, 2021. What is CE? CE is a triage process to connect individuals experiencing homelessness to necessary resources. It is a federally mandated program that recognizes communities rarely have enough resources. There are three main goals of CE: prioritize the most vulnerable, streamline the experience for providers and unsheltered people, and provide data to inform decisions regarding the structure of and need for services.
