Skilled Trades Certification Consultation

The B.C. Government’s Ministry of Advanced Education and Skills Training (AEST) is restoring a Skilled Trades Certification system, beginning with 10 trades within the mechanical, electrical and automatic sectors. Consultation is well underway and continuing throughout the summer through surveys and roundtable sessions intended to help inform the province on how to best design this system in a way that continues to support employers as well as current and future skilled trades workers.
CHBA BC and its members are actively participating at all junctures of the consultation process and maintaining ongoing discussions with AEST staff and Parliamentary Secretary for Skills Training, MLA Andrew Mercier. While we understand and believe there is potential for the Skilled Trade System to enhance skill levels and attract greater interest in the trades, the residential construction industry continues to face challenges today on securing the trades needed to complete housing projects. Careful attention is needed on ensuring the rollout of this system does not restrict the labour pool required to complete needed housing projects or add costs.
We strongly encourage all members and local associations to complete the B.C. Government’s survey on this matter to help shape the forthcoming Skilled Trades Certification system. The survey is open until August 31st, and to complete it, visit: https://engage.gov.bc.ca/skilledtrades/online-survey/.

Provincial state of emergency declared in response to wildfires

The B.C. government has declared a provincial state of emergency to support the provincewide response to the ongoing wildfire situation.
Mike Farnworth, Minister of Public Safety and Solicitor General, made the declaration on July 20th based upon the recommendation from the BC Wildfire Service and Emergency Management BC. The declaration will be in effect starting today.
The state of emergency is initially in effect for 14 days once issued and may be extended or rescinded as necessary. The state of emergency applies to the whole province and ensures federal, provincial and local resources can be delivered in a co-ordinated response to protect the public, which remains the provincial government's top priority.

New National Guide for Wildland-Urban Interface Fires

Presently, over 300 wildfires are burning across western Canada, including a fast-moving fire which has devastated the village of Lytton, British Columbia.
A National Guide for Wildland-Urban Interface Fires, the first of its kind for Canada, was recently published by the National Research Council of Canada as part of the Climate-Resilient Buildings and Core Public Infrastructure (CRBCPI) initiative, funded by Infrastructure Canada. The Guide includes information on construction measures for the protection of property from wildland-urban interface fire hazard (Chapter 3).

Homebuyers aren't seeing savings from falling lumber prices — here's why

The price of lumber on the futures market has given up all of its gains for this year, falling by more than 50% in just the last few months. Homebuilders, homebuyers and homeowners looking to remodel, however, are not seeing savings yet.
Lower lumber prices are a welcome sign but not a reality yet on the retail side. Lumber prices are also still up nearly 100% from the spring of last year.
The price of lumber packages quoted to homebuilders is still at a record high. Retailers of course want to buy their product low and sell high, so they’re still selling the inventory they have at higher prices, despite what the futures market says. Also, given soaring demand and supply chain issues, their inventory is low anyway, and there is still demand, so they have no reason to lower prices. But that will change in the coming months.

Central Saanich to review relaxed housing rules for ALR

Saanich Peninsula communities impacted by new rules around housing in the Agricultural Land Reserve (ALR) are largely taking a wait-and-see approach.
The provincial government announced July 12 new rules effective Dec. 31 that promise to increase housing flexibility. Farmers and owners of land in the ALR will now be able to have what the province calls an additional small secondary home without having to apply to the Agricultural Land Commission (ALC) for permission.
Mayor Ryan Windsor of Central Saanich said the municipality looks forward to reviewing these changes as it has been working with farmers to improve accommodations for farm workers for a number of years. Staff will bring forward a report to council before the new rules become effective to determine their effect on local land use, he said.
