John,

I ran for Mayor in part to create trust between police and our residents.

But we knew that task would be impossible in a system where regular Chicagoans hold no role in ensuring police accountability. That’s why I campaigned on establishing civilian oversight of the Chicago Police Department.

Today, we fulfilled that core campaign promise, and together with a broad coalition of community organizations, advocates and aldermen, we made history.

After long and productive conversations with residents, City Council, and the Empowering Communities for Public Safety Coalition, we came together to pass a transformative agreement for civilian oversight of the Chicago Police Department, which includes all of the sweeping recommendations made by the Police Accountability Task Force under my leadership in 2016.

This landmark legislation provides everyday Chicagoans with a voice they lacked for decades. It ensures that the Chicago Police Department, the Civilian Office of Police Accountability and the Police Board are accountable to the residents they serve.

Today is a historic day in Chicago—one that will make Chicago a national leader in police reform and accountability—but there is still more to do. I’ll keep working with our elected and community partners to repair the relationship between our police officers and residents and make Chicago the safest big city in America.

Onward,

Mayor Lori E. Lightfoot
