Today, the democratic institutions and traditions we hold most dear are in peril.

It's clear now that a Russian foreign influence operation was not only intended to alter the outcome of our 2016 presidential election, but it was also designed to hyperpolarize America -- to cleave deep divisions by inciting social, cultural, and political tensions.

The impact is felt both here at home -- and in Washington, D.C.

Fueled by highly-targeted online disinformation campaigns, our politics are seen more frequently through a zero-sum lens -- and members of opposing parties are increasingly viewed as traitors to their country. As a result, the ability to compromise -- a crucial element in a functioning democracy -- breaks down.

That's not the view of America that Dean sees, however.
