Alabama Political Reporter: Sewell Introduces legislation to create new wastewater grants for underserved communities

This legislation will make massive strides toward addressing severe wastewater inequities across the Black Belt.

For too long, families in rural America have had no access to quality, affordable wastewater systems. While most households are served by municipal water treatment systems, approximately 25% of households are responsible for the installation and maintenance of their own sewage disposal systems. These systems and the installation and maintenance they require is prohibitively expensive for too many families.

Terri has met with many constituents in Alabama’s Black Belt living in homes with “straight-pipe septic systems,” which demonstrate how grossly inadequate wastewater infrastructure is in rural America.

Terri believes it is unacceptable that our infrastructure failures have relegated these rural families to such substandard living conditions. So, she’s doing something about it.

She has successfully fought year after year for increases in rural wastewater appropriations. Her bill to create a wastewater grant program for rural families, the Rural Septic Tank Access Act, was included in the 2018 Farm Bill. This new program is currently being used for septic tank installations in Lowndes County.

Despite all of this success, Terri is not letting up on her work to improve wastewater resources for rural Alabamians. This Congress, Terri has introduced a new bill to create a similar program within EPA. The Decentralized Wastewater Grant Act will increase resources for these families to connect their homes to existing wastewater systems, and will make installation of quality septic systems easier and more affordable.
