Happy summer! It’s been a busy few months since I last updated you. Thank you so much for your help toward our Federal Election Commission (FEC) deadline — I’m so grateful to you, so today I wanted to share an overview of what we’ve been able to accomplish with our Democratic majority.

Select Committee on the Insurrection
In June, the House approved legislation to create a select committee to launch a new bipartisan investigation into the January 6th attack on the U.S. Capitol.
Scott voted to create a select committee on the insurrection because he believes the American people deserve to know the truth about what happened during the January 6th attack and to ensure such an assault on American democracy will never happen again.

Making Juneteenth a National Holiday
Scott voted in favor of making Juneteenth a national holiday to commemorate the end of slavery in the U.S. and honor a day Black communities have celebrated for years. The holiday gives us time to reflect on a dark chapter in our nation’s history, as well as our ongoing fight for equality and racial justice.
Several of Scott’s bills recently passed in the House.
STANDUP Act:
- In May the House passed Scott’s STANDUP Act, which encourages schools to implement evidence-based suicide prevention training for students in grades 6-12. The pandemic has exacerbated the already-present mental health crisis in our country, and the STANDUP Act will ensure funding and best practices are delivered to state, local, and tribal agencies to implement the training and stop school violence before it happens.
Resolution to Reduce Dangerous Methane Emissions:
- President Joe Biden recently signed a bipartisan resolution that Scott co-introduced to reinstate two key Obama-era methane emission standards and help lower Earth’s temperature, restore our global leadership in the climate fight, and strengthen our economic competitiveness. Now that President Biden signed this resolution into law, we’re one step closer towards reigning in the human impact on climate change.
OPRA II:
- In June, the House passed Scott’s bipartisan Ocean Pollution Reduction Act II. This bill will further reduce pollution discharge into our ocean from the facility and increase our region’s fresh water supply. It will also save ratepayer money by cutting red tape to simplify the Point Loma Wastewater Treatment Plant’s waiver process.
San Diego Transportation Projects
The House passed the INVEST in America Act, a surface transportation bill that included funding for three local transit projects Scott personally requested:
- $25 million for San Diego Association of Governments’ (SANDAG) Central Mobility Hub Pre-Construction Project, to advance the design work for the new multimodal transportation center
- $5.6 million for the City of San Diego’s Downtown Mobility Phase 3A construction project, to build protected bike lanes in downtown San Diego
- $800,000 for the Port of San Diego’s Harbor Drive 2.0 project, to enhance the currently designated freight route
Tijuana River Valley
The Tijuana River regularly spills trash and raw sewage from Tijuana into San Diego, and for decades, no binational action has stopped it.
After Scott stressed the importance of the Environmental Protection Agency’s role in cleaning up the river valley in April, the new EPA administrator made a commitment to prioritize and tackle the issue.
Additionally, last week, Scott participated in a virtual discussion as a panelist to talk about the Tijuana River sewage pollution problem with experts from the field and his constituents. He reiterated the resources secured in the USMCA and the need for action from both the U.S. and Mexico to resolve this environmental crisis.
Fourth of July
We hope you all had a happy and healthy Fourth of July weekend. This year, just like every year, Scott celebrated Independence Day with a blood drive at the San Diego Yacht Club in Point Loma.
He also participated in Coronado’s 4th of July parade and enjoyed interacting with community members after a year of virtual celebrations.
