Over the next year, The Sentry will be expanding its work to tackle violent kleptocracy beyond East and Central Africa. Today, we are publishing the first investigative report aimed at addressing systemic corruption in Zimbabwe.

In the report, "*Shadows and Shell Games* [ [link removed] ]," The Sentry reveals how the controversial Zimbabwean businessman and presidential advisor Kudakwashe Tagwirei has hidden his wealth in offshore havens and complex financial structures. Tagwirei has been dogged by allegations of corruption and cronyism for years, but until now, key details of his business practices have remained hidden from view.

The well-connected businessman-whose companies have routinely skirted public tender processes and enjoyed apparently preferential access to major contracts-has relied upon an elaborate network of South African business partners, Mauritian banks, and Cayman Islands funds to conceal his ties to a rash of lucrative mining sector acquisitions. He also used these vehicles to pay millions of dollars to a company controlled by Zimbabwe's abusive and partisan military, raising concerns about the army's access to off-budget revenue.

This investigation casts a light on Tagwirei's shady operations, but it also demonstrates broader challenges to good governance and transparency in Zimbabwe, where a small group of politicians, military officials, and investors enjoy significant power and little oversight.
