Background and Context
Sonke Gender Justice has a number of monitoring and evaluation tasks that require oversight and implementation for the period of 12 July to 31 August 2021. The activities are related to various donor grants and require a consultancy to coordinate and complete various tasks. The consultancy will be located in the Research, Monitoring, Evaluation and Learning (RMEL) unit, and will be managed by the RMEL manager.
Purpose of this Consultancy
The purpose of the consultancy is to maintain a continuance of monitoring and evaluation delivery for a selected number of tasks at Sonke Gender Justice during a period of staff turnover.
Deliverables
The consultancy tasks will include:
- General M and E coordination, including participation in team meetings, assistance to staff in use of M and E tools, and coordinating M and E data work flow and operations.
- Coordination of four external project evaluation processes. These are already assigned to external evaluators, but the evaluators need a coordination point within Sonke for implementing the evaluations.
- Compilation of two indicator reports (monthly reports for July and August) – familiarity with pivot tables required in order to provide a summary of a more detailed spreadsheet of indicator progress. This is a task that is done within an existing pre-defined work-flow.
- Coordinating an M and E training for partner organisations. One project supported by includes capacity building of partner organisations on particular M and E competencies. The consultancy includes the coordination of this training, not the provision of training. In other words the consultant will be expected to identify a suitable service provider, and arrange the training with partners.
- Review and input on suggested results frameworks for new funding proposals. Sonke submits two to three new funding proposals per month. The RMEL unit manager will develop results frameworks for these, and require assistance from the consultancy in terms of second review and suggestions.
- Completion of three short case studies about community education and mobilisation implementation, based on virtual meetings with implementing teams.
- Completion of a process-evaluation report about community action teams. (Data has already been collected and analysed).
Reporting
The consultant / consulting agency will report to the RMEL manager for the duration of the contract, and will attend a weekly online progress and review meeting. Preference is given to consulting agencies based in Cape Town.
Required Competencies and Expertise
- A good track record of work experience in monitoring and evaluation
- Advanced knowledge of Microsoft Windows and Office, especially Excel.
- Experience of working with donor M&E requirements
- Knowledge and experience of gender, health and human rights related issues
- Optional: Experience in working with online data management or CRM system (Salesforce)
