It was also our promise to ourselves of what we could and would be. As Dr. Martin Luther King, Jr., reminded us ([link removed]) in 1963:

“When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir. This note was a promise that all men, yes, Black men as well as White men, would be guaranteed the unalienable rights of life, liberty, and the pursuit of happiness.”

** CDC Extends Eviction Moratorium for One Month, President Biden Activates Whole of Government to Prevent Evictions
------------------------------------------------------------
The Biden administration announced ([link removed](cta_062421)) on June 25 that it will extend through July 31 the federal eviction moratorium issued by the Centers for Disease Control and Prevention (CDC), and it will implement a whole-of-government approach to prevent an historic wave of evictions this summer, as NLIHC has urged the administration to do. The moratorium was set to expire next week.

These actions from the White House extend an essential lifeline to millions of renters who remain behind on rent and would be at heightened risk of eviction when the moratorium expires.

White House Announces Agreement on Bipartisan Infrastructure Package with No Funding for Affordable Housing
------------------------------------------------------------
The White House announced on June 24 that it has reached an agreement with a bipartisan group of senators on an infrastructure package that could pass with bipartisan support. The deal does not include any investments to make housing affordable to America’s lowest-income and most marginalized households, despite calls for these investments by President Biden, HUD Secretary Marcia Fudge, and key members of Congress.

Treasury Releases Revised ERA Guidance to Accelerate and Broaden Distribution of Funds
The U.S. Department of the Treasury released on June 24 an updated frequently asked questions (FAQs) ([link removed]) and fact sheet ([link removed]) to support rapid deployment of emergency rental assistance (ERA) ([link removed]) and prevent evictions. The revised FAQ offers additional clarity for grantees and makes several significant improvements to ensure ERA is distributed efficiently, effectively, and equitably.

HUD Secretary Marcia L. Fudge issued a letter to Public Housing Authorities, Continuums of Care, Multifamily Owners, and HUD Grantees regarding the importance of ensuring that people leaving prisons and jails are supported in their reentry to the community.

"Among my priorities at the U.S. Department of Housing and Urban Development (HUD) is to ensure the public safety of the households, the properties, and the communities that we assist. One of the most important ways that HUD can meet this priority is to ensure that people leaving prisons and jails are supported in their reentry to the community. Research also shows that people who lack stable housing following incarceration face a higher likelihood of rearrest and reincarceration. On the other hand, a stable home can serve as the foundation upon which returning citizens can rebuild their lives, obtain employment, improve their health, and achieve recovery." - HUD Secretary Marcia L. Fudge

HUD Proposes Rule to Restore Discriminatory Effects Standard
------------------------------------------------------------
To better adhere to the Fair Housing Act, the U.S. Department of Housing and Urban Development (HUD) announced a proposed rule change (“Restoring HUD’s Discriminatory Effects Standard”) that would rescind past threats to fair housing protections. The proposed rule change is entered into the Federal Register and will be open for comment for 60 days.

CDBG-CV Rural Coronavirus Response Quick Guide Now Available

The CDBG-CV Rural Coronavirus Response Quick Guide ([link removed]) is a user-friendly tool that provides resources to help states and rural grantees identify eligible activities and programs to prevent, prepare for, and respond to the disruption and impacts of the coronavirus pandemic. The Guide describes and provides examples of how Community Development Block Grant (CDBG) and Community Development Block Grant CARES Act (CDBG-CV) funds can be used for eligible activities to support issues facing rural areas, including:
* Emergency Payments
* Housing Rehabilitation
* Motel Acquisition for Non-Congregate Shelter
* Food
* Broadband
* Economic Development and Recovery

Outreach Updates

The next mobile vaccination clinic with Visit Healthcare is this Friday, July 2^nd at the Downtown Petratrovich Park from 2:00pm-3:00pm. Outreach staff will be assisting on the ground as vaccines are administered.

What is Coordinated Entry (CE)?
Coordinated Entry is a triage process intended to quickly connect individuals experiencing homelessness to necessary resources. Coordinated Entry is a federally mandated program that takes into consideration that communities rarely have enough resources in the community for all in need. Its aim is threefold: to prioritize the most vulnerable for the limited services that exist; streamline the experience for both those requesting assistance and service providers; provide data, allowing for informed decisions regarding the structure of current services as well as the need for new services.
