As a mental health nurse, the first Black woman to represent Missouri in
the House of Representatives, and the first activist from the movement in
defense of Black lives to serve in Congress, I came to Washington on a
mission: to save lives.

That's why yesterday I was proud to introduce the People's Response Act to
transform our approach to public safety.

The People's Response Act will create a new public safety division, the
Division of Community Safety, within the Department of Health and Human
Services to research and fund alternatives to policing and incarceration
to save lives. With this bill, we will transform our public safety system
into:

* A system of care rather than criminalization
* Healing rather than incarceration
* Prevention rather than policing

Our communities deserve justice. And justice is about investing in the
resources St. Louis and communities like it deserve. From making sure our
people are healthy and housed to making sure our children have excellent
schools, we are safer when our communities are well-funded.

Working together, this people-powered movement elected me to Congress and
took to the streets to demand change last summer. Now, we can bring about
a transformation to our public safety system that will save lives.
