→ Provides the tools to address discriminatory election practices;

→ Increases transparency by requiring reasonable public notice for voting changes;

→ Gives the Attorney General authority to request federal observers where there is a serious threat of racial discrimination in voting;

→ And requires states with a history of voting discrimination to get approval before changing voting laws.
