Yesterday, President Joe Biden and ten senators announced agreement on a bipartisan framework for an infrastructure bill focusing on transportation, roads and bridges, replacing lead pipes for drinking water and broadband.
This is a big deal, because the White House and House and Senate leadership have also agreed that care infrastructure is a priority and will be considered in a parallel measure as soon as July!
The President has said that both the bipartisan infrastructure bill and the care infrastructure package must be on his desk to earn his signature.
It’s clear that President Biden and key members of Congress are committed to making a meaningful investment in Home and Community-Based Services (HCBS). And they need to hear from us, now, to know that this is a priority for families across the country.

At the same time Senator Bob Casey and Representative Deb Dingell introduced the Better Care, Better Jobs Act, which would increase support for HCBS in Medicaid and help states clear their home care wait lists. It would strengthen the home care workforce and increase quality across state home care systems.
Together, as the Caring Majority, we’ve been working hard to make sure that our care agenda, including HCBS, remains a priority. And thanks to your work, it has.
There’s tremendous momentum for rebuilding our home care system. The Better Care, Better Jobs Act was introduced yesterday with 40 Senate co-sponsors — showing that Senators are still working to make dignified home care available for millions across the country.
Recent polls show that 88% of adults favor getting ongoing living assistance in their own home or in a loved one's home and just 2% would want to age in a nursing home. Making sure that HCBS is available to everyone who wants to stay connected to their communities will be essential as we build back after the pandemic.
Investing $400 billion in HCBS would create an estimated 1.1 million jobs and add an estimated $40 billion a year in new income. Congress must seize this unprecedented opportunity to make care jobs good jobs, and provide critical support to millions of American families who rely on HCBS.
Home and community-based care is popular, enjoys widespread bipartisan support, and is a common-sense solution for so many challenges our country faces. Will you sign our petition urging Congress to prioritize HCBS?
