Law Enforcement News LAPD Police Chief says city has lost a decade of progress beating back crime Ahead of President Biden's speech unveiling a new plan to tackle a spike in crime nationwide, Los Angeles Police Chief Michel Moore joined Stephanie Ruhle to discuss how his force is grappling with a rise in gun violence and the impact of the surge on his officers. MSNBC Video Homicides, Violent Crime, Gun Violence Rise In Los Angeles, Pacific Area Los Angeles Police Chief Michel Moore told the Police Commission today that the city has experienced a 50% increase in shooting victims this year compared to the same period last year. A total of 651 people have been shot in Los Angeles year-to-date, compared to 434 last year, and the city is averaging about 27 shooting victims per week, Moore said. Last week, 25 people were shot in the city per week. Overall violent crime has increased by 4.3%, Moore said, but reported sexual assaults and robberies have decreased. The city has had 162 homicides year-to-date, compared to 129 homicides during the same period in 2020. ``The two challenging areas are homicides and aggravated assaults, as has been this entire year,'' Moore said. Aggravated assaults in the city increased by 9.5%, and the largest increases have been in the Pacific area, Southwest area and Hollenbeck area. Moore added that there is ``significant involvement'' of homeless people in aggravated assaults, both as victims and as offenders. Homicide arrests have increased by 51% this year compared to the same period last year, and weapons arrests have increased by 83%, Moore said. Venice Current 1 Dead In Stabbing On Metro Train In DTLA, Suspect In Custody According to authorities, the stabbing happened at about 4:20 p.m. in the 1200 block of S. Flower Street near the Pico stop. The victim, a 41-year-old man, was taken to a nearby hospital where he later died. The suspect remained on the train and was confronted by officers at the Jefferson stop. When the man refused to surrender, officers deployed less-lethal force and were able to take him into custody. CBS 2 Caught On Camera: Violent Street Takeover Crash Damages El Tarasco Restaurant In Slymar An early Sunday morning street takeover in Sylmar ended with a vehicle careening into El Tarasco Mexican Restaurant. Security camera footage captured the moments before the driver crashed into the restaurant in the 13000 block of Glenoaks Boulevard. A person can be seen running away from the window just as the vehicle collided with the business, sending glass flying into the street. A crowd of onlookers packed the intersection after the crash. Chris Torres, the restaurant owner’s son said car crashes in the area are not new, but have taken a dangerous turn amid the pandemic. City Attorney Vows To Crack Down On Online Sales Of Fireworks Los Angeles City Atty. Mike Feuer on Tuesday announced he will try to crack down on a favorite illicit pastime of residents: setting off fireworks. Anyone who has spent a Fourth of July or New Year’s Eve — or even just a regular Tuesday — in Los Angeles has likely been subject to the bangs, booms and sparks that echo through residential neighborhoods. Playing the role of the city’s responsible parent, Feuer offered a reminder at a news conference Tuesday that fireworks are illegal in the city of Los Angeles and can pose a particular danger in a drought-stricken region. In an attempt to disrupt the supply chain of fireworks coming into the city, his office will focus in the coming weeks on stopping online sales of the illegal explosives, he said. His office’s Consumer Protection Unit sent cease-and-desist letters to four online platforms — Facebook Marketplace, Craigslist, 5miles and OfferUp — making it clear that it is unlawful to sell or discharge fireworks in Los Angeles and demanding the removal of sale offers. “We are at this moment of intense fire risk because of the ongoing drought, and fireworks pose a grave threat,” he said, noting that it can be difficult for police to track down the source of an illegal explosion by the time they arrive at a scene. Los Angeles Times Sylmar Business Owners Call On City Leaders, Police To Crack Down On Illegal Street Racing And Takeovers After a street takeover in Sylmar ended with a car nearly hitting a pedestrian before it violently crashed into a restaurant, local business owners say these reckless gatherings are becoming far too common. Residents and business owners in the area alleged that city officials and police are not doing enough to stop streetcar racers. “It’s out of control now, really out of control,” said Jesse Vasquez, who owns El Tarasco Mexican Restaurant. “It used to be once a month, and now it seems like it’s once a week. And it’s bad. It’s bad for the neighborhood, bad for the community.” Vasquez’s restaurant was heavily damaged over the weekend after a car involved in street racing lost control and slammed into his business near the intersection of Glenoaks Boulevard and Polk Street. He said he has complained to city officials before about frequent street racing and takeovers at that intersection. Moses Castillo, a retired Los Angeles Police Department detective who recently worked with the agency’s Central Traffic Division, told KTLA about the challenges police often face when responding to street racing incidents. He said police often try to avoid creating additional hazards by causing a pursuit. Yahoo News LAPD Examines Whether It Could Make COVID-19 Vaccine Mandatory For Cops The Los Angeles Police Commission on Tuesday requested the LAPD report back to it on the possibility and legality of a COVID-19 vaccination mandate for officers and the work assignments of its unvaccinated personnel — who represent nearly half the department. The commission’s civilian members requested the information during their weekly virtual meeting after citing reporting in The Times over the weekend that showed that vaccination rates in public safety agencies in L.A. and across California lag behind those of the state’s overall population. Only about 52% of LAPD officers are at least partially vaccinated, compared with 64% of Los Angeles residents 16 and older and about 72% of adult Californians, The Times reported. Only about 51% of city firefighters are at least partially vaccinated. Commissioner William Briggs said the low rate of vaccination among officers, combined with the fact that not all officers wear masks, raised concerns for him, particularly given the city’s obligation to keep its own employees and members of the public safe. The board of the Los Angeles Police Protective League, the union that represents rank-and-file officers, said it would generally oppose a vaccine mandate, but will continue to urge officers to get vaccinated and talk to their doctors about any concerns they have. Los Angeles Times Woman, 67, Last Seen In Woodland Hills Found A 67-year-old woman who vanished in Woodland Hills last week has been found, authorities announced Tuesday. Michal Prager was last seen between 3 p.m. and 5 p.m. Wednesday in the 5600 block of De Soto Avenue, and the Los Angeles Police Department sought the public’s assistance to locate her. Police announced Tuesday afternoon that Prager had been found. No further details were released. MyNewsLA.com Uber Eats Driver Accused Of Stealing Family's Cat Says She Gave The Cat Away An Uber Eats driver accused of stealing a family's cat told the family she thought the cat was a stray and says she gave her to a family at an animal shelter. The beloved cat was stolen from the front yard of a home in Studio City last Tuesday, and the culprit was a food delivery driver caught on camera taking the cat. The cat, named Hog, is 18 years old and has lived with the same family since she was just a kitten. Hog's owner said she does not look like a stray and was wearing a collar. The female Uber Eats driver was reportedly delivering food to another home on Laurelwood Dr. when she took the cat who was sitting on the sidewalk. Hog's collar, tags and all, were found on the sidewalk. After putting the cat in the backseat of her car, the unidentified Uber Eats driver went on to deliver the food. The family says they’re heartbroken and they have filed a police report. FOX 11 Homeless Man Allegedly Admits To Setting Fires In Wilmington Area A homeless man was arrested Tuesday after allegedly admitting to starting trash and grass fires in Wilmington. Los Angeles Fire Department units were first called to 1200 W. Anaheim St., near Ken Malloy Harbor Regional Park, at about 11:15 a.m. and quickly doused a small blaze that was located in the area, according to the department spokesman Nicholas Prange. Within an hour of the first call, crews extinguished at least two additional fires that were reported in the area, Prange said. No one was injured in the fires and no structures were damaged, he saiid. Investigators with the LAFD Arson Counter Terrorism Section were dispatched to the scene, and with the aid of park rangers, located the suspect in the area of Ken Malloy Harbor Regional Park. “During questioning, the adult male, who is a person experiencing homelessness, admitted to starting three fires,” Prange alleged. The man, whose name was not immediately released, was arrested and booked on suspicion of arson. MyNewsLA.com Man Arrested In Stabbing Death Near Santa Monica Pier A man was stabbed to death near the Santa Monica Pier Monday evening and another man was arrested for the homicide as police continue to investigate the deadly incident. Officers responded to the 300 block of Broadway at about 7:30 p.m. after receiving a report of a shot fired and found a man with a stab wound to the neck on 3rd Street and Broadway, the Santa Monica Police Department said. Santa Monica Fire Department medics took the man to the hospital where he died from his injuries. His identity has not been released. People who were with the victim told police that an argument broke out between the victim and two other people, a man and a woman, on the Santa Monica Pier They eventually ended up near 3rd Street and Broadway, and that's when the stabbing happened, according to Santa Monica police. The witnesses described and identified the two individuals suspected of the stabbing and police took them into custody near 6th Street and Santa Monica Blvd., police said. NBC 4 L.A. County Issues Rewards In Hacienda Heights, Lancaster Fatal Shootings The Los Angeles County Board of Supervisors offered $10,000 rewards Tuesday in two unrelated fatal shootings: a 35-year-old man shot outside a Hacienda Heights community center and a 26-year-old army veteran killed on the doorstep of his cousin’s birthday party in Lancaster. Supervisor Janice Hahn recommended the reward for information on the gunman who killed 35-year-old Victor Daharo while he was sitting outside the Hacienda Heights Community and Rec Center at 1234 Valencia Ave. at about 10:30 p.m. on April 9. Daharo was struck by multiple bullets and pronounced dead at a hospital, but officials had few other details to offer. Supervisor Kathryn Barger called for a reward for information on the whereabouts of a suspect in the fatal shooting of U.S. Army veteran Ismael Zabala. Stockton Record Watch: Florida Deputy Saves Teen From Jumping Off Highway Overpass A Flagler County deputy on Sunday saved a suicidal girl from jumping off an Interstate-95 overpass near Palm Coast by grabbing her hand as the girl let go of the railing, officials said. The Sunday morning incident shut down the highway and re-routed traffic, officials said. Deputies received a call from the juvenile’s father at 6 a.m. reporting that his daughter was threatening to harm herself, Flagler County sheriff’s spokeswoman Melissa Morreale said. Deputies learned the girl was possibly heading to the overpass at Palm Coast Parkway and I-95. At the scene, deputies found the juvenile on the bridge holding onto the outside railing facing I-95 southbound, slowly inching her way closer toward the highway, Morreale said. Deputies shut down Palm Coast Parkway and I-95, re-routing traffic. Multiple agencies, including the Flagler County Sheriff’s Office Crisis Negotiations Team, Flagler Beach Police Department, Palm Coast Fire Department and Florida Highway Patrol responded, Morreale said. The Daytona Beach News-Journal Public Safety News LA County Strikes Down Request For Notification Of Sexual Predators' Release The Los Angeles County Board of Supervisors Tuesday voted down a motion calling for the Sheriff's Department and district attorney to formally notify the board when sexually violent predators are set to be released and treated in the community. Supervisors Hilda Solis, Holly Mitchell and Sheila Kuehl voted no prior to any discussion or public comment, causing the proposal to immediately fail for a lack of a majority from the five-member board. It was a rare outcome for this board, which typically at least entertains discussion and holds a vote on items facing opposition. Supervisor Kathryn Barger authored the motion calling for the board notification and proposing that the specific location of any placement be revealed to the board member representing that district. Barger issued a statement after the vote expressing her dismay and vowing to aggressively push for advanced notification to her constituents. "It is essential that placements of sexually violent predators into local communities are made with the collaboration of all those impacted to ensure that appropriate services are provided and public safety is ensured," she said. "I am disappointed that my colleagues have chosen to turn their backs on what should be a fair and equitable process to provide a voice for everyone involved." FOX 11 Local Government News LA City Council Supports State Bill To Legalize Safe Sites For Drug Users The Los Angeles City Council approved a resolution on Tuesday, June 22, to support Senate Bill 57, which would legalize sites where people can use drugs in the presence of medical personnel in an effort to reduce overdoses, which are the leading cause of accidental death in California. So-called Overdose Prevention Program sites also aim to reduce communicable diseases by having staff monitor a drug user’s safety and provide sterile supplies, such as needles. The sites would not supply drugs to users. Fentanyl overdose deaths in Los Angeles County tripled between 2018 and 2020, and the overdose rate for people experiencing homelessness in the county increased 33.2% from January to June of 2020 alone, according to the City Council resolution. Overdoses have been the leading cause of death among unhoused Angelenos since 2017. Los Angeles Daily News L.A. County Extends Ban On Evictions Through September Los Angeles County supervisors voted unanimously Tuesday to extend the region’s ban on evictions and other tenant protections enacted as the pandemic sent unemployment surging. The county’s eviction moratorium now expires Sept. 30 instead of at the end of this month. Tenants’ rights groups had argued July 1 was too soon for people struggling through the pandemic to begin paying rent, with the state economy only having reopened two weeks before. “Millions of county tenants rely on you and we cannot wait for the state,” one woman told the Board of Supervisors during Tuesday’s meeting’s public comment period. “We are looking to you to provide protections, especially the lower-income tenants who are still struggling to find employment and are faced with crushing amounts of rent debt.” Federal eviction protections are also set to expire on June 30, and California Gov. Gavin Newsom is currently negotiating with lawmakers on when the state’s eviction ban will expire.
