NPH Legislative Updates

State Budget: This year, budget negotiations between the Legislature and the Governor make it likely that the final budget will be adopted closer to July 1. On June 15, the Legislature voted on their budget framework and the final details are still being negotiated between Legislative leadership and the Governor. NPH will continue to monitor the budget and will share our analysis once the final budget is approved.

Bills Update: On the Legislative front, a number of NPH-supported bills have moved from their house of origin into the second house and are being heard by their first policy committees. SB 8 (Skinner), which extends the protections for affordable housing developments from SB 330; AB 989 (Gabriel), which will create a Housing Accountability Commission; and AB 1423 (Daly), which will allow affordable housing developments to access HCD funding while they're still under construction.

Stay up to date on all of the NPH- endorsed policy by signing up for "The Policy Pipeline" newsletter.

A new white paper from the Metropolitan Transportation Commission (MTC) and The Association of Bay Area Governments (ABAG) illustrates the critical role of five Bay Area Housing Finance Authority (BAHFA) pilot programs to support Bay Area residents today, while putting us on the path to long-term change. These pilot programs include:

  • Doorway: An online platform to connect residents to opportunities for affordable homes across the region.

  • Affordable Housing Pipeline: A database to track the production and preservation of affordable homes.

  • Preservation Strategy: Financing and technical assistance to support and scale preservation efforts.

  • Anti-Displacement Services Network: Coordination and best practices for effective deployment of tenant protection services.

  • Homelessness Prevention System: Integrated resources and services to keep people housed
