John, thousands of people who were released from prison during
the pandemic, and have been safely reconnecting with their families and
friends, are now at threat of being re-incarcerated. 

These are real people - mothers, fathers, grandparents, children,
community members - who have been spending their home confinement
supporting loved ones financially and emotionally. 

And unless Attorney General Merrick Garland rescinds a Trump-era memo
stating that they need to return to prison after the pandemic is declared
over, they will be once again ripped from their homes.

If we don’t move Attorney General Garland to act, people like Gwen Levi, a
75 year-old cancer survivor, will be sent back to prison.  

Gwen was sent to home confinement in June of 2020 after serving 16 years
of a 24-year sentence. She now lives in Baltimore with her 94-year-old
mother, and fears her mother won’t be able to survive if she is sent back
to prison.^1 

Gwen belongs at home with her mother, not in a prison cell.

John, we now know just how deadly the threat and spread of
COVID-19 is inside prisons. 

That’s why we were relieved to learn last year that the Bureau of Prisons
(BOP) would be releasing 7,000 incarcerated individuals - all of whom are
elderly and in poor health - to home confinement.^2  

But even despite the 99.9% success rate of home confinement, the Trump
Administration used its final days to issue a legal memo that would not
only force people to return to federal prison, it would also require them
to raise the funds necessary to pay for their own return.^3 

John, this is clearly about punishment, not public safety.
People will always have a better chance at staying safe and healthy when
they are at home with their communities.

The Biden administration committed to supporting racial justice and ending
mass incarceration. 

But if the administration won’t keep 4,500 elderly people home after they
were thoroughly vetted by the BOP and have been safely living on home
confinement, then how can we expect them to live up to this promise?
