- upholds Nation-to-Nation relationships
- strengthens consultation standards by codifying Free, Prior, and Informed Consent (FPIC)
- recognizes the UN’s Declaration on the Rights of Indigenous Peoples
- addresses Tribal concerns regarding jurisdictional authority
