Dear John,

In this month’s Eye On Health Reform, Katie Keith updates readers on all things Affordable Care Act.

ACA Enrollment Increases & More
Eye on Health Reform
In her latest Eye On Health Reform column, published online today and appearing in the July issue of the journal, Katie Keith discusses the rising enrollment in the Affordable Care Act (ACA) Marketplaces and the Biden administration’s call for permanent extensions of premium tax credits and other enhancements that are part of the American Rescue Plan Act (ARPA).

“ARPA newly extended premium tax credits to higher income people who did not previously qualify because their incomes exceeded 400 percent of the federal poverty level. It also increased premium tax credits for those who already qualified with incomes of 100–400 percent of poverty,” Keith explains.

She also covers the Department of Health and Human Services’ (HHS') finalization of the remainder of the 2022 payment rule and its announcement that it will “interpret Section 1557 of the ACA to prohibit discrimination on the basis of sexual orientation and gender identity by federally funded or federally administered health care programs or activities.”

Today on Health Affairs Blog, Rebecca Nielsen, David Muhlestein, and former HHS Secretary Michael O. Leavitt discuss sustainable investment in social determinants of health. Jesse Pines and coauthors rethink how we finance the staffing of small and rural emergency departments.

Elevating Voices: Pride Month: In a July 2018 paper, Janelle Downing and coauthors compared the health of transgender and cisgender veterans, a topic that came to the fore after the Trump administration signaled interest in reinstating the ban on transgender military service. They found few differences in health between transgender and cisgender veterans.
