John,

I have known Eva Putzova for over ten years.

From the very beginning, it was clear to me that she cares deeply about making a difference in the lives of people who are too often left behind.

Her 2014 campaign for Flagstaff City Council defined that council race conversation — living wages.

In 2015, while serving on the council, she identified an unconstitutional state law, preempting cities from setting their own higher minimum wage. She understood that having a clean legal path was the first step in raising wages for the hardworking people in Flagstaff.

But most importantly, she had the courage to initiate a successful lawsuit against the state of Arizona that I helped with as an attorney.

Armed with this legal victory that reaffirmed local jurisdictions’ right to set their own minimum wage and benefits, Eva mapped out a campaign to raise the minimum wage via a citizen’s initiative.

As the chair of the Flagstaff Living Wage Coalition, she organized institutional resources to help write the initiative, then inspired and organized dozens of volunteers to obtain the signatures necessary to get it on the ballot.

After it qualified for the ballot, she secured resources and devised an effective campaign strategy that led to overwhelming voter approval of the initiative in November 2016. She did it successfully all over again in 2018 when the minimum wage was on the chopping block thanks to a coalition of dark money and the Chamber of Commerce.

Her foresight, strategic vision, dedication to the cause, and fearlessness ensured that Flagstaff workers will see an additional $140 million every year once the wage increases are fully phased in.

I wanted to share this story in some detail to show you the kind of leader Eva is — persistent, intentional, courageous, strategic, and because of that — effective. She will be a representative we will all be proud to have.
