** New Faces at Grounded Solutions Network

Our staff is growing! We recently welcomed Pahniti (Tom) Tosuksri, Christine Herrmann, and Katie Sherman to Grounded Solutions Network. Tom is serving as the new Director of Product Management for Homekeeper, Christine is our new Director of Development, and Katie is serving as Executive Assistant. We are thrilled to announce that Kevin McQueen will be joining the Grounded Solutions team as a Lincoln Senior Fellow starting June 1st. Kevin will be conducting research, development, and national thought leadership education activities related to creating acquisition funds to supply the capital for land bank-community land trust partnerships to succeed, supporting Grounded Solutions’ Catalytic Land Cohort ([link removed]) .
Kevin has nearly four decades of experience in community development finance and impact investing, as a financier, strategist, and educator. He is currently Director of Lending at The Leviticus Fund, a community development financial institution that invests in equitable economy initiatives in New York, New Jersey, and Connecticut. Kevin is also a partner in the consulting firm BWB Solutions, LLC, which helps strengthen organizations committed to social impact. In addition, he is a part-time faculty member at the Milano School of Policy, Management, and Environment, and a recipient of the Lincoln Institute of Land Policy Curriculum Innovation Award. Kevin is a director of Change Machine, a technology-based social enterprise and holds an A.B. from Brown University.

** Buildable Backyards- Real Estate Summit

Grounded Solutions Network member organization Durham Community Land Trustees ([link removed]) is hosting a virtual summit focused on expanding housing options and maximizing land resources with Accessory Dwelling Units (ADUs).
Buildable Backyards takes place over two half days to fully explore positioning ADU development for more inclusive communities. Many jurisdictions are considering regulations to allow ADUs or have recently updated zoning codes. The goal of Buildable Backyards is to increase the knowledge of lenders, appraisers, and others interested in ADU development.

** Bill Introduced for a Cooperative Housing Pilot Program
------------------------------------------------------------
Representatives Ilhan Omar (D-MN-5) and Carolyn Maloney (D-NY-12) introduced on April 23 the “Affordable Housing Preservation Act” to create a demonstration program to fund the creation of community-owned cooperatives for low-income renters and homeowners, including limited equity housing cooperatives and manufactured Resident-Owned Communities (ROCs). The bill would establish a $200 million program run by the Department of Housing & Urban Development to support nonprofits to create, preserve, and steward cooperatives for low-income individuals.
Grounded Solutions Network worked closely with Rep. Omar’s staff, Urban Homesteading Assistance Board, ROC-USA and National Association of Housing Cooperatives to create this legislation, which is also supported by the National Low Income Housing Coalition. “We applaud Congresswoman Omar and Congresswoman Maloney for introducing the Affordable Housing Preservation Act of 2021,” Tony Pickett said in the press release. “This bill will support critical partnerships for nonprofit resident-controlled cooperative housing demonstrations that enable lower income families to successfully own and control where they live, while also providing them with quality housing that remains affordable to meet the needs of future families.”

** Freddie Mac Ground Lease Product Update

Freddie Mac introduced a community land trust ground lease product offering in 2019, and now Freddie Mac has updated this product offering to make it easier for lenders, servicers, and programs to have buyers access mortgages. These changes include:
1. Removing a seller/servicer training requirement and Freddie Mac approval to sell CLT mortgages
2. Removing additional requirements for servicing CLT ground lease mortgages beyond what is in the Model Ground Leas(es) and Form 490, Freddie Mac’s Community Land Trust Ground Lease Rider
3. Removing the need for lenders to review certain aspects of the CLT’s homeownership program
4. Clarifying how to calculate the maximum LTV for CLT mortgages
