OSCE Special Monitoring Mission to Ukraine (SMM) Daily Report 238/2019 issued on 8 October 2019

Based on information from the Monitoring Teams as of 19:30, 7 October 2019. All times are in Eastern European Summer Time.

Summary

  • Compared with the previous 24 hours, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions.
  • Small-arms fire was assessed as directed at an SMM mini-unmanned aerial vehicle (UAV) south-east of Hnutove and east of Pyshchevyk.
  • The Mission followed up on reports of a man injured in Yakovlivka and saw fresh damage to two apartments in Dokuchaievsk.
  • Inside the Stanytsia Luhanska disengagement area, the SMM saw ongoing dismantling works at the broken section of the bridge.
  • The Mission recorded ceasefire violations inside the Zolote disengagement area.
  • The Mission saw 16 weapons in violation of withdrawal lines on both sides of the contact line.
  • The SMM monitored adherence to the ceasefire to facilitate repairs and the operation of critical civilian infrastructure, including repairs to water pipelines between Zolote-3/Stakhanovets and Popasna, maintenance works on the Phenol Sludge Reservoir near Zalizne as well as the drilling of wells near Raivka.
  • In Dnipro, Ivano-Frankivsk and Odessa, the SMM monitored peaceful gatherings related to recent political developments.
  • Restrictions of the Mission’s freedom of movement continued, including at non-government-controlled checkpoints near Petrivske, Zaichenko and Mykolaivka.*
