**Nolan Center for Justice**
==============================
Kaitlin Owens and the criminal justice team locked in another win dealing with incarcerated women, this time in Missouri. The legislation, [SB 53]([link removed]), would authorize courts to utilize home confinement and other alternatives to incarceration for non-violent offenders who are primary caregivers of young children.
Unnecessarily incarcerating parents has been shown to [dramatically increase the likelihood of emotional, psychological and behavioral issues in their children]([link removed]), as well as [increase the chances that the children will themselves be caught up in the criminal justice system]([link removed]). By keeping non-violent parents with their children, we can cut these risks and break the intergenerational cycle of crime, prison and poverty. And by doing so, we can improve community safety.
In addition, SB 53 mandates that women be provided feminine hygiene products when they are incarcerated. Drawn from the Nolan Center for Justice’s [“Dignity for Incarcerated Women” campaign]([link removed]), these two provisions were sponsored by [State Senator Bob Onder]([link removed]) (R) (ACUF Lifetime Rating of 94%).
