John – Why is a top prognosticator saying 2021 redistricting will be "extra chaotic?"
FIRST: Because of the COVID-19 pandemic and missteps by the Trump administration, states won't receive full data to draw their maps until August. That means the redistricting process could be rushed in many states – opening up the possibility that Republicans use this delay as an excuse to push through manipulated maps without transparency or public input.
SECOND: In 2013, the Supreme Court's conservative majority invalidated a key section of the Voting Rights Act, which means that for the first time in decades, states with a history of racist voting laws will not have to get preclearance for their maps from the Justice Department.
We don't know exactly how these factors will play out. What we do know is that our work in battleground states is now even more important. We have to be prepared, vigilant, and able to spring into action the minute we see signs of Republican map-rigging.
