Law Enforcement News 41 District Attorneys Petition Against Potential Early Release Of 76,000 California Prisoners More than 40 district attorneys — including those from Marin, Napa and Solano counties — are petitioning against the potential early release of 76,000 inmates from California state prisons. The district attorneys, led by Sacramento DA Anne Marie Schubert, filed a petition with the Secretary of the Department of Corrections and Rehabilitation on Thursday, requesting the repeal of temporary emergency regulations awarding additional credits to more than 76,000 inmates that could potentially lead to their early release, according to a statement from the Sacramento County District Attorney’s Office. The regulations, which were announced April 30 and went into effect May 1, are part of the state’s plan to continue trimming what was once the country’s largest state correctional system, according to the Associated Press. Under it, more than 63,000 inmates convicted of violent crimes are eligible for good behavior credits that shorten their sentences by one-third, an upgrade from the one-fifth that had been standard since 2017. Because of the structure of the program, it will be months or even years before any inmates are let go early, the AP reported. Still, critics, like the 41 prosecutors, say the public will be put at risk. The regulations were passed under a “claim of emergency” and would result in the early release of “some of California’s most violent criminals,” according to the statement from Schubert’s office. “Allowing the early release of the most dangerous criminals, shortening sentences as much as 50%, impacts crime victims and creates a serious public safety risk,” Schubert said. “This petition asks CDCR to repeal these regulations, begin the process anew, and allow for transparency and public input. In the three years since the Los Angeles Fire Department began classifying them, fires related to homelessness have nearly tripled. In the first quarter of 2021, they occurred at a rate of 24 a day, making up 54% of all fires the department responded to. The epidemic of fires is largely attributable to the built-in conditions for combustion in street camps — cooking stoves and campfires in close proximity to tent fabric and piles of other flammable material. But social stress is also a factor: A third of the 15,610 fires related to homelessness in the past 3 ¼ years were classified as arson. Los Angeles Times Opioid Crisis: 11 Criminal Cases Filed Against Alleged Drug Dealers Who Sold Fentanyl Resulting In Death Cracking down on the opioid crisis in California, authorities have charged 20 suspected drug dealers with distributing narcotics resulting in death. The Drug Enforcement Administration (DEA) along with the United States Attorney’s office held a joint press conference Thursday to announce details of their investigation that led to 11 criminal cases filed against alleged drug dealers who sold or provided narcotics to users who suffered fatal overdoses from opioids such as fentanyl. According to Tracy Wilkison, Acting United States Attorney for the Central District of California, these cases accuse the defendants of being directly responsible for the death of 12 people. In one of the cases filed this week, a man allegedly sold fentanyl to people staying at a Redondo Beach hotel… which resulted in the death of two people last October. Another case states that a 20-year-old man sold counterfeit oxycodone pills, which contained fentanyl, to a 15-year-old boy resulting in his death. Wilkison says fentanyl has become the prime driver of the ongoing opioid crisis and is involved in more overdose deaths than any other drug. She says fentanyl is being used to manufacture counterfeit pharmaceutical drugs. FOX 11 Suspect Arrested After Altercation Involving Gun At Venice Dispensary One person is in custody after an altercation turned into a brief foot pursuit at the Rose Collective Thursday. Police say it happened around 6 p.m. at 411 Rose Avenue. According to the LAPD, the suspect went into the Rose Collective to purchase items but was unable to pay. A security guard followed the suspect to their vehicle. The suspect got into an altercation with the guard and took their gun. Police say one shot was fired, but did not hit anyone. The LAPD responded, a foot pursuit took place. Police say they were able to arrest the suspect without further incident. No one was hurt. Venice Current LAPD Arrests Suspect After Foot Pursuit In Venice Several Los Angeles Police Department (LAPD) officers responded to a call for backup after a foot pursuit ended at 3rd Street and Rose Avenue Thursday. The incident started near Main Street and Navy Street around 10:30 a.m. Police say they came across an individual who had a felony arrest warrant. When trying to arrest the individual--the suspect took off. A foot pursuit pursued and a Code 6 (police backup) call was called. Numerous officers and a police helicopter responded to the call. The individual was arrested without further incident at 3rd Street and Rose Ave. No further details are available at this time. Venice Current Pursuit Driver Taken Into Custody After PIT Maneuver Causes Truck To Flip In Mid-Wilshire Area A driver leading California Highway Patrol officers on a chase along the 110 Freeway and surface streets in the Los Angeles area Thursday morning was taken into custody after a successful PIT maneuver caused his truck to flip over. The driver was traveling on the 110 Freeway before he got off the highway and was leading authorities on surface streets. At one point he was seen waving at Sky5, which was overhead. While on surface streets, the driver did not stop at two red lights, the aerial video showed. Sometime after 9:30 a.m., the driver got back on the westbound side of the highway, but stayed near the off-ramp. Just before 9:40 a.m. the driver once again got off the freeway and was back on surface streets on Arlington Avenue and Washington Boulevard. At one point, while driving slowly, he forced other drivers in opposing lanes to move out of his way, aerial footage showed. The driver again could be seen blowing through a red light near Venice Boulevard. At 9:42 a.m., the driver went into parking structure at San Vicente and Venice boulevards, but was soon back out on surface streets. Soon after, a CHP unit was able to hit the back of the truck in an attempt at a PIT maneuver, and was successful on a second try. KTLA 5 Man Suspected Of Attacking Another Arrested In Beverly Hills After Standoff With Police An hours-long standoff in Beverly Hills ended when a SWAT unit made entry and took a man accused of battery into custody, Beverly Hills police said Thursday. The barricade situation in the 100 block of North Stanley Drive began with a 911 call to police about 7:45 p.m. Wednesday, Beverly Hills police Sgt. David Rudy said. Police responded to the scene and then called in SWAT to set up a perimeter, Rudy said. SWAT finally made entry around midnight and took the man into custody, Rudy said. Another man, a victim of the attack, was transported to a hospital for treatment of his injuries, Rudy said. The victim's condition was unknown. Police were still trying to sort out this morning what caused the attack to occur, Rudy said. NBC 4 21-Year-Old Man Shot And Killed On Compton Street, Shooter On The Loose A 21-year-old man was gunned down on a street in Compton, and the killer remained on the loose Thursday. Deputies responded to the 700 block of Van Ness Avenue, near Elm Street, about 10:20 p.m. Wednesday on reports of shots fired and found the man suffering from multiple gunshot wounds, according to a Los Angeles County Sheriff’s Department statement. Paramedics pronounced the man dead at the scene. His name was withheld pending notification of his next-of-kin. A motive for the shooting was unknown, and no suspect description was released. MyNewsLA.com French Bulldog Puppy Stolen At Gunpoint In Culver City A French bulldog puppy was stolen at gunpoint in Culver City on Wednesday night, police said. The armed robbery took place around 7 p.m. in the 6000 block of Canterbury Drive. Police said that prior to the robbery, the victim posted an ad on social media listing his French bulldog for sale, and agreed to meet the suspect to conduct the transaction. Police said the victim met with the suspect who asked to see the dog. When the victim placed the dog in his trunk area for the suspect to view, the suspect removed a semi-automatic handgun from his waistband, grabbed the dog from the victim’s trunk, and ran away from the scene on foot. Olivia Lina Desai was last seen at about 3 p.m. Friday at her residence in the 100 block of Aspen Way, according to an LASD statement. Desai is Asian Indian, between 5 feet, 5 inches and 5 feet 7 inches tall, weighs 125 pounds, with brown eyes, black shoulder-length hair and a tattoo of a heart behind her right ear. MyNewsLA.com Former Burbank Teacher Sentenced To 30 Years In Federal Prison In Child Pornography Case Involving Former Student A former Burbank teacher was sentenced Thursday to 360 months in federal prison for allegedly producing pornographic images of a former student he had a sexual relationship with for more than a year. Sean David Sigler, 56, was sentenced Thursday by United State district Judge John A. Kronstadt, who called his conduct “inexcusable.” “Ruining the lives of minors is unspeakable,” Kronstadt was quoted as saying in a statement from the Department of Justice statement. Sigler pleaded guilty in September 2019 to two counts of production of child pornography. He previously taught fifth-grade students at Bret Harte Elementary School in Burbank and at Gardner Street Elementary School in Hollywood. Federal prosecutors say Sigler was the 15-year-old girl’s fifth-grade teacher and kept in contact with her after she left his class. Sigler used his position as a former teacher and mentor to gain the trust of her and her parents, then used it to gain “sexual access,” prosecutors said. CBS 2 Northern California Man Charged In Fatal Throat-Slashing Of 3 People When Ryan Scott Blinston was arrested last year, authorities say he was trying to smash in a door with a hatchet to finish killing a man whose throat he had slashed. That man would have become Blinston’s fourth victim, according to officials who call the Northern California tree trimmer a serial killer. Officials say that, before a SWAT team arrived to arrest him, he had left a bloody trail in an area where violence is usually about drugs, gangs and domestic disputes. Blinston, 37, of Oroville in Butte County, was charged Wednesday with murder, attempted murder and arson. The charges included special sentencing allegations that Blinston used a deadly weapon, attacked an elderly victim and committed multiple killings. Blinston has been in jail since his arrest last year in connection with another attack, to which he has pleaded not guilty. Los Angeles Times Public Safety News Masks Must Still Be Worn Inside L.A. County Businesses While Guidance Is Reviewed: Officials Masks are still required for anyone entering a business or crowded indoor area in Los Angeles County until further guidance is issued, public health officials said Thursday after the Centers for Disease Control and Prevention eased its mandate. The CDC now says fully vaccinated people can remove their masks in most indoor settings. Both California and L.A. County public health officials will be reviewing the federal guidelines to make “sensible adjustments to the orders that are currently in place,” said Barbara Ferrer, the county’s public health director. But until the new local guidance is ready, Ferrer says masks are still required in public indoor spaces. “I do want to note the fully vaccinated people don’t need to wear a mask when they’re indoors around other fully vaccinated people, or when they’re outside in uncrowded areas,” she said. According to the CDC’s updated guidelines, vaccinated people are only required to wear masks in crowded indoor settings like buses, planes, hospitals, prisons and homeless shelters. The change is meant to pave the way for the reopening of workplaces and schools. However, businesses have felt the financial fallout from the COVID-19 pandemic due to little to no foot traffic or tourism. Some businesses ended up going under, and others are fighting to stay afloat. Cielito Lindo, one of the iconic taquerias on Olvera Street, has been open since 1934. The family business is a staple in the community, now run by three sisters. The women decided to welcome customers to a second location at 1806 N. Broadway, aiming to double their revenue and maintain their iconic restaurant in El Pueblo. The location was previously their warehouse and prep kitchen but is now open for to-go orders. Cielito Lindo has a large customer base with people traveling for their tasty food from all over. "We came all the way from Ontario just to eat their food," said Jennifer Casares and Lupe Medel. "Since I was a kid, my mom and dad, one time they brought us, and it was over. Every two weeks we were here," said Oscar, who brought his daughters Bella and Gianna for her birthday. FOX 11 LA City Council Panel Opposes Effort To Shut Off HHH Dollars For Chatsworth Homeless Housing Project An effort by Los Angeles City Councilman John Lee to rescind bond-measure funding that was awarded to a project in Chatsworth to house people experiencing homeless was voted down in committee Thursday. The five-member Homelessness and Poverty Committee voted unanimously against the motion, which calls for his colleagues to pull back Proposition HHH funding from Lumina, previously known as the Topanga Apartments. The issue now goes to the full council for a vote, with the committee opposing the motion to defund the project. Ground has not yet ben broken for the project, but it is making its way though the city’s development process. “All required permits are being processed and we anticipate breaking ground later this year,” said James Silverwood, executive vice president of Affirmed Housing, in April.
