Despite his involvement in a series of major corruption scandals, a Sudanese tycoon widely known as Al-Cardinal has become one of the most powerful foreign businessmen in South Sudan. He has formed businesses with ruthless military commanders, imported weapons used during brutal military campaigns and scored hundreds of millions of dollars in government contracts.

TAKE ACTION: Deploy Financial Tools on International Facilitators of Corruption and Conflict in South Sudan

Until now, Al-Cardinal has faced few meaningful consequences. But his international commercial dealings—from business operations in places like Ethiopia and the United States, as well as expensive real estate in London and Dubai—may be the key to holding him accountable. From network sanctions to asset seizure orders, the tools exist to impose consequences on the international facilitators of corruption and conflict in South Sudan. These measures should be investigated and, if appropriate, deployed to build leverage to enhance accountability and good governance.
