With Governor Gavin Newsom’s May Revision of the 2021-22 state budget coming out this week, NPH shares our take in a new blog post on how the historic proposal addresses our state’s homelessness and affordable housing needs.

We urge state lawmakers to advance the May Revision as well as commit to additional immediate and sustained investments at a scale that fully addresses our state’s unmet homelessness and affordable housing needs which are particularly critical during the time of COVID-19 recovery.  

 

Updates to NPH's Priority Legislation

We are pleased to announce that AB 528 (Wicks) has advanced out of the Assembly Revenue and Taxation Committee on a strong 7-2 vote and now heads to Assembly Appropriations. This bill would improve how nonprofit affordable housing developers can get access to tax delinquent properties in order to convert them to permanently affordable housing. 

AB 1271 (Ting), which would have strengthened the Surplus Lands Act, became a two year bill after unexpected opposition arose. NPH and our partners will continue to work on improving and strengthening the Surplus Lands Act and the bill will resume its course through the Legislature next year. NPH needs your help continuing to move these critical housing policies forward in California. Endorse our priority legislation now! 

Regulatory Update: Through concerted NPH advocacy involving members, the Bay Area State Legislative Caucus and the Mayors of San Francisco, Oakland, and San Jose, NPH was able to get CDLAC approved an increase to the Bay Area allocation of tax exempt bonds from 17% to 21%, and CDLAC made modest adjustments to the tiebreaker to account for our region's higher construction costs. While other parts of the state opposed even these modest changes, NPH member advocacy was key to holding the committee together around these modest gains. We invite you to learn more by signing up for the Policy Pipeline Newsletter.

  • ELPN: Exclusive Virtual Tour: Coliseum Place
    Join ELPN May 21 (1-3pm) for a virtual tour of Resources for Community Development's Coliseum Place to get your questions answered. They will introduce the project and offer a chance to "look under the hood" at what constraints, changes and opportunities surface during construction.

  • ELPN: Everything You Want To Know About Loan Documents
    Join ELPN May 26 (12-2pm) for a virtual brownbag to help you review and negotiate loan documents, such as loan agreements, regulatory agreements, promissory notes, deeds of trust, and assignment agreements from multiple lenders. Learn how to communicate your organization’s goals to your lenders, attorneys and deal participants.

  • Combatting Racial Segregation Through Regional Policies
    Join us May 27 (12-2pm) to discuss the ongoing residential segregation that threatens the ability of our region to thrive. Hear from advocates and practitioners about recent wins and what some of the upcoming opportunities in regional policy and implementation will be to move towards a more equitable region.
