AB 1548 would improve security for nonprofit places of learning and worship that are at high risk for violent attacks or hate crimes due to ideology, beliefs, or mission.

The increase in hate-motivated violence and the shocking increase in the number of hate groups have made improving security at religious congregations, and institutions serving other communities, an urgent priority.  The devastating shooting at Chabad of Poway, the 2018 massacre at the Tree of Life Synagogue in Pittsburgh, and the recent horrific Christchurch mosque shooting in New Zealand are the latest examples of hate-motivated violence.  Jewish institutions have been subjected to an increasing number of violent attacks by extremists in recent years.

However, many nonprofit institutions, such as churches and community centers, operate on extremely tight budgets and are unable to pay for security measures.  The existing funding for both the federal and state programs is inadequate to cover these security costs and is in need of expansion.

AB 1548 would create the California State Nonprofit Security Grant Program (CSNSGP) to improve the physical security of nonprofit schools, clinics, community centers, churches, synagogues, mosques, temples, and similar locations. Upon appropriation in the annual Budget Act, AB 1548 would provide vital security enhancements such as security guards, reinforced doors and gates, and high-intensity lighting and alarms.  Embracing this legislation the newly passed California state budget allocates $15 million for the CSNSGP.

In supporting AB 1548, the California Catholic Conference stands in solidarity with the nonprofit and faith communities, as long as administrative requirements and assurances to implement the CSNSGP do not abridge the religious liberty rights of those among whom this bill intends to benefit.
