Action Alert!: Urgent! Call the Capitol to say "Yes on Senate Bill 668"
Dear HJTA members and supporters,
We urgently need your help! HJTA is sponsoring legislation – Senate Bill 668, authored by Sen. Patricia Bates (Laguna Niguel) – to give families more time to plan for transfers of property. Under Proposition 19, narrowly passed in November, property that is transferred from parents to children will be reassessed to market value as of the date of transfer, with only narrow exceptions. This new “inheritance tax” took effect on February 16.
SB 668 would move the effective date of these rules to February 2023, a reasonable accommodation to families that were unable to meet with tax planners or attorneys, or even other family members, during the pandemic.
These sudden changes are causing problems for county and state officials, too. The California Assessors Association and the State Board of Equalization have expressed frustration with the difficulty of interpreting and implementing Proposition 19’s inheritance provisions. More time is needed.
On Thursday, SB 668 will be heard in the Senate Governance and Finance Committee. We need every HJTA member and supporter to call the members of the committee and urge them to vote yes for this important and sensible bill.
Please call the following members of the Senate Governance and Finance Committee as soon as possible and urge them to vote YES on Senate Bill 668.
Sen. Mike McGuire, Chair
District 2 (San Rafael, Santa Rosa)
(916) 651-4002
Sen. Jim Nielsen, Vice Chair
District 4 (Roseville, Yuba City, Chico)
(916) 651-4004
Sen. Maria Elena Durazo
District 24 (Los Angeles)

Sen. Robert M. Hertzberg
District 18 (San Fernando Valley)
(916) 651-4018
Sen. Scott D. Wiener
District 11 (San Francisco)
(916) 651-4011
