Dear neighbor,
This week, President Biden delivered a message of hope to the American people during his address to Congress. In the first 100 days of his presidency, President Biden, with the support of Democrats in Congress, has acted to get America back on track by mounting a national vaccination program, delivering much-needed relief to families, making transformative investments to rescue and rebuild our economy, and fundamentally showing that government can deliver for its people.
During his speech, President Biden unveiled the American Families Plan to provide free preschool for three and four year-olds, two years of free community college for students, direct relief for American families, and more. The American Families Plan is a bold investment in children, families, and our future – and I look forward to working with the Biden Administration to get this package and the American Jobs Plan across the finish line to support families in CA-33.
As of April 20th, more than 6.6 million doses of the COVID-19 vaccine have been administered across Los Angeles County, and almost 2.5 million people are fully vaccinated. As more members of our community become vaccinated, we get closer to returning to normal. As you and your loved ones receive vaccinations, it’s common to have questions. This week, the LA County Department of Public Health held a virtual town hall to answer questions about the vaccines. To watch the full town hall, please click here.
LA Public Health also has a number of resources available to those who have been vaccinated, including guidance for after you are fully vaccinated. This week, LA County updated its Health Officer Order to align with the CDC’s Interim Public Health Recommendations for Fully Vaccinated People. According to LA Public Health officials, fully vaccinated people do not need to wear masks outside except in crowded settings where physical distancing is not possible.
Although this is good news, more than 50% of LA County residents are not yet fully vaccinated, so please continue to wash your hands frequently; engage in social distancing; and wear a mask around others who are not in your household.

Help is on the Way for Small Businesses in CA-33
Small businesses are the backbone of our economy and the COVID-19 crisis has put unprecedented strain on small mom-and-pop businesses and nonprofits that have had no choice but to close their doors. I’m pleased that Help is Here with the American Rescue Plan, which provides much-needed relief to our nation’s small businesses with $7.25 billion additional for the Paycheck Protection Program, $15 billion additional for Economic Injury Disaster Loan Advance payments, $28.6 billion for the Restaurant Revitalization Fund, and more.
Starting today, owners of restaurants, food trucks, bars, bakeries, and related businesses can register for the Restaurant Revitalization Fund application portal. All eligible businesses will be able to apply starting Monday, May 3rd. This program – established through the American Rescue Plan – provides emergency assistance to restaurants and other qualifying businesses to help them keep their doors open.
The entertainment industry has also been particularly hard-hit by the pandemic. I’m pleased that the American Rescue Plan allocated over $16 billion in grants for the Shuttered Venue Operators Grant program to help closed venues open their doors. This crucial program was delayed for too long. If you are an eligible venue operator, please click here to apply for financial relief.
In addition, Round 2 of LA Regional COVID Fund’s Keep Our Shops on the Block Grant is offering $10,000 grants to eligible small businesses in the personal care and retail sectors. Applications close this Sunday, May 2nd. To learn more and apply, please visit lacovidfund.org.
The final round of the California Small Business COVID-19 Relief Grant Program is also open now through May 4th. For more information, please visit careliefgrant.com.
