CHBA BC continues discussions with province's Minister Responsible for Housing

On April 22nd, CHBA BC President, Alex Tavuchis of Coast Construction, and Government Relations Committee Chair, Matt McCurrach of Homex Development Corporation, joined the association's Director of Policy and Government Relations, Carmina Tupe, and CEO, Neil Moody, for a meeting with the Attorney General and Minister Responsible for Housing, the Hon. David Eby.
This meeting continues CHBA BC's discussions with the government on current barriers to housing supply, and simple measures that could easily be implemented to address immediate pressures facing home builders. Discussion included service capacity challenges with local municipal building officials and delays associated with permits requiring various ministerial sign-off. The ideas discussed, if undertaken, would support the recommendation of the Development Approval Process Review (DAPR).

UPDATE: Restrictions on Travel Within Province
CHBA BC
Since first learning about the government's intentions to impose these regional travel restrictions, CHBA BC has been ensuring that the essential work of the residential construction industry was considered and exempted by the Ministry of Public Safety, prior to any final decisions made. As outlined on the B.C. government's website, this order specifically targets travel for:
- Vacations, weekend getaways and tourism activities
- Visiting family or friends for social reasons
- Recreation activities
The website also details a comprehensive list of what is considered reasons for essential travel. Of the essential reasons listed, work and carrying out work-related purposes (paid and unpaid) and the transportation of commercial goods, is identified. As a result of this exemption, CHBA BC believes its members and their related, necessary work to complete projects are not affected by this order.

Prior to this open consultation, we worked with an Industry Advisory Group to review the new Code changes and form preliminary recommendations for potential adoption. Input from this open consultation will be used to inform Technical Safety BC’s recommendations around code adoption to the provincial government.
The 2021 CE Code open consultation will run from April 28, 2021-May 19 2021.

Making trades compulsory misses the mark

By far, the biggest issue in our industry is the shortage of construction workers. Taking into account people retiring and the demand for new workers, the construction industry in B.C. will need 60,000 more workers between now and 2030. The work is here, and wages and benefits have never been higher.
When a trade is deemed a compulsory trade by the provincial government, it means that everyone working on a job site in that trade must either be a ticketed tradesperson or a registered apprentice. Imposing compulsory trades is like saying “we don’t really want bookkeepers, everyone must be a CPA,” or “nobody can prepare a meal in a restaurant except for a red seal chef.”
It makes no sense in the real world and prevents entry-level workers from exploring construction as a career option and branching off into specialty paths.

COVID-19 vaccination paid leave
Government of BC
The Employment Standards Amendment Act, 2021 (Bill 3) received Royal Assent earlier this week.
As you know, Bill 3 amends the Employment Standards Act to provide up to three hours of paid leave, per dose, to employees in British Columbia who are receiving their COVID-19 vaccination.
