At the recommendation of EBYD's Policy and Political Affairs Committee, the Executive Board recently voted to tentatively endorse the following pieces of legislation using the expedited process outlined in our bylaws that allows the board to do so "provided said position is consistent with this organization’s platform."
- California Assembly Member Ash Kalra's Assembly Bill 256 ("Racial Justice Act 4 All") This bill builds upon the Racial Justice Act, passed in 2020 (AB 2542 - Kalra), that prohibits the state from seeking or obtaining a criminal conviction, or from imposing a sentence, based upon race, ethnicity, or national origin. This bill extends these protections to those who have already been impacted by unfair convictions and sentences. Providing for retroactivity will give these individuals an equal opportunity to pursue justice. (fact sheet)
- California Assembly Member David Chiu's Assembly Bill 481 Requires local law enforcement to get local approval before acquiring military equipment like armored vehicles and explosives. (news article)
- California Assembly Member Alex Lee's Assembly Bill 1509 ("Anti-Racism Sentencing Reform Act") This bill seeks to eliminate most gun enhancements and significantly reduce all other gun enhancements to 1/2/3 years and provide a pathway for immediate re-sentencing for those currently incarcerated with gun enhancements. Sentence enhancements are costly, ineffective, and are a legacy of the failed tough on crime era. Approximately ~40,000 currently incarcerated folks are serving time for a gun enhancement, of which 89% are people of color. (fact sheet)
- California Senator Nancy Skinner's Senate Bill 16 Expands and strengthens public access to police records by opening up records of officers who have engaged in biased or discriminatory behavior, conducted unlawful arrests or searches, or used force that is excessive or unreasonable. Ensures that officers with a history of misconduct can’t just quit their jobs, keep their records secret, and move on to continue bad behavior in another jurisdiction. (press release)
- California Senator Scott Weiner's Senate Bill 271 ("Sheriff Democracy and Diversity Act") Restores California's long-standing eligibility requirements for Sheriff candidates, allowing all registered voters to run for Sheriff in their community. (press release)
Members have seven days as of this notice to object to an endorsement under this process, therefore pushing the contested item(s) to the next available general membership meeting.
