April 27, 2021 A statement from Voices Executive Director Tasha Green Cruzat on the Governor signing HB 158. Today, Illinois Governor J.B. Pritzker signed into law HB 158, which represents health and human service reforms put forward by the Illinois Legislative Black Caucus to address racial and ethnic inequities. The bill contains language that creates a state Racial Impact Note Act. There are Illinois communities that are plagued by years of disinvestment and discriminatory policies. Often, children in these communities do not have the same resources and chances available to other young people across the state. There are barriers to educational, health, and economic opportunities. The Racial Impact Note Act is just one law addressing a long history of laws, regulations and practices that have imposed barriers to the advancement of African-Americans, Latinos, Hispanics, and others in Illinois. It will not at once undo the effects of systemic racism and discrimination that exist in Illinois and across the U.S. However, it is a very significant step towards the goal that race, ethnicity, or zip code will not predetermine the life of a child or that child’s family. The Racial Impact Note Act requires, upon the request of a member, a state agency or board to prepare a statement or note on introduced legislation that provides a reliable estimate of the anticipated impact of the bill on racial and ethnic minorities. It is true that no matter what the note states, a legislator can move forward with his or her bill. However, just having the Act on the books puts every state agency on notice that they need to be aware of existing racial and ethnic inequities and consider ways to eliminate them. Voices for Illinois Children has been leading the advocacy on this measure for several years. We know a great deal of work remains to eliminate racism and reduce the inequities that plague our state.
