Team — At the start of this House session, my Democratic colleagues and I set a strong agenda focused on progress and delivering relief for all Americans.
It’s been a busy few months, so I wanted to share an overview of what we’ve been able to accomplish with our Democratic majority. In these last 100 days, the House passed:
- The American Rescue Plan — delivering necessary economic and healthcare relief to states, cities, individuals, and businesses across the country.
- Two impactful gun violence prevention bills that are now sitting in the Senate for approval.
- The Equality Act — guaranteeing full protection under the law for LGBTQ+ Americans.
- The reauthorization of the Violence Against Women Act, which provides crucial protections for survivors of domestic violence and sexual assault.
- The George Floyd Justice in Policing Act to address police use-of-force and improve accountability.
- Two immigration bills to fulfill America’s promise of providing a place for everyone by providing a path to citizenship for Dreamers and essential farm laborers.
- The For the People Act — improving access to the ballot at a moment when GOP legislatures are attacking voting rights.

George Floyd Justice in Policing Act
In March, the House voted to pass the George Floyd Justice in Policing Act — this is a critical bill to bring about progressive police reform.
The George Floyd Justice in Policing Act will ban chokeholds and no-knock warrants, end qualified immunity, prohibit racial profiling, enhance accountability for police officers who commit misconduct, and more.
Passing this bill is a step towards establishing new standards of policing that focus on community building and are closer in line with our American values — and Scott is calling on the Senate to follow the House’s lead and pass this bill.

Combating Climate Change
This month we celebrated Earth Day! Right now, there is a grim prognosis for our planet. When we see wildfires ravaging our state and seasonal droughts lasting longer than before, we can see for ourselves how urgent this issue is.
Leaders who have outright denied the reality of climate change have set a dangerous course for our planet. San Diegans know how it feels to be hit by the effects of climate change, so we all have a stake in protecting our planet.
Changes in our climate will only get worse if we don’t take action. In fact, they’ll become even more frequent and more extreme. But with meaningful action and the right investments, we can and will combat climate change.
Scott recently introduced several bills, including the METHANE Act, Build for Future Disasters Act, the TRUST Act, the Build More Housing Near Transit Act, and the Energy Innovation and Carbon Dividend Act.
The METHANE Act will:
- Take bold action on climate change by curbing harmful methane emissions and putting the U.S. on more competitive footing with the rest of the world.
The Build for Future Disasters Act will:
- Ensure homeowners understand the real flood risk of their home, and stop the costly cycle of rebuilding in zones that are prone to flooding.
The TRUST Act will:
- Safeguard our Social Security and Medicare programs, and establish bipartisan, bicameral commissions to address the long-term goals of these systems.
The Build More Housing Near Transit Act will:
- Tackle America’s housing crisis by supporting the construction of low and middle-income housing in transit-served, walkable locations.
And the Energy Innovation and Carbon Dividend Act will:
- Help the U.S. reduce carbon emissions by placing a price on carbon emissions and returning revenue to the American people.
Standing with our AAPI communities in San Diego
Since the beginning of the pandemic, there has been an increase in violence against Asian Americans and Pacific Islanders across the nation. Violent and deadly attacks, like the devastating shooting in Georgia which took 8 lives, including 6 Asian American women, have been spurred by inexcusable rhetoric from many of our country’s leaders.
Recently, Scott joined local AAPI leaders, including the San Diego Asican Pacific Islanders Coalition, the Asian Business Association, and AARP, in a virtual town hall to discuss this issue that has been increasingly present over the past year, but has existed for decades of American history.
The hatred that is deeply rooted in our nation cannot be solved overnight — it is important for us to not only speak out, but to take meaningful action to address these issues. As a community, we must educate ourselves and demand solutions that protect, uplift, and support our vibrant and diverse AAPI communities.

COVID-19 Vaccine Rollout in California
On April 15th, every CA resident age 16 and up became eligible for a COVID-19 vaccination.
Vaccine access has been steadily increasing, and state and local officials have been working hard to efficiently distribute vaccines to all Californians, especially those in our hardest-hit communities.
Now, it’s important we all get vaccinated — it’s safe, free, and effective. The sooner we can get everyone vaccinated, the sooner we can return to enjoying concerts, movie theaters, places of worship, restaurants, and more without restrictions. If you haven’t been vaccinated already, visit myturn.ca.gov to pre-register and make an appointment.
Even as more Californians get vaccinated, we must remain vigilant in taking precautions to slow the spread of COVID-19. Continue wearing a mask and practicing social distancing to protect yourself and your community. We are on the road to beating this pandemic, but we must continue to keep our friends, family, and neighbors safe and healthy.
