The need for common-sense gun safety legislation has never been more pressing. For far too long, our country has been in dire need of federal leadership to take control of the tragic situation that the gun violence crisis has inflicted on so many. These past few weeks of horrific shootings scream out the need for action.

Recently, President Biden took a step in the right direction by announcing a number of executive orders addressing gun safety. One that I especially want to applaud aims to close the "ghost gun" loophole— something I have been working on here in Oregon.

The term "ghost gun" to unserialized firearms — their lack of serial numbers makes them impossible for law enforcement to track. These unauthorized guns have been popularized with the increase in effectiveness of fully-functioning 3-D printed guns. (Yes, real guns can and are being "printed!") It is also relatively easy to buy most gun parts and assemble a weapon as deadly as an AR-15 — complete and without a background check.

In Oregon, in my role as Attorney General, I initiated SB 396 — a bill that would address ghost guns by banning firearms unnoticeable by a metal detector and outlawing the sale of gun receivers--the frame of a firearm-- unless to a licensed gun dealer. ( If you purchase a receiver, then it's a cinch to make the rest of an unserialized gun.)

Unfortunately, the legislature chose not to act on my bill. But I'm hoping that with President Biden taking a stance on this issue at the federal level, we can begin to double down by addressing ghost guns in Oregon. It's a hugely dangerous loophole. On a related matter, currently, Oregon has no law requiring safe gun storage. Research has shown a significant correlation between suicide rates and readily available, easily accessible firearms. Studies have also shown an increase in accidental shootings by children since lockdown. So you can see why safe gun storage is so critical to gun safety.

To address this, I've championed another gun reform bill, HB 2510, to require safe gun storage by law — as a simple solution that would drastically decrease gun deaths in our state.

President Biden has boldly approached gun violence with his recent executive orders. Congress must act as well, of course. But I need your help to make progress at the state level.

When the federal and state governments take action together, we can look forward to a brighter future with improved gun safety and lower gun violence rates across the country.
