John — As you already know, four years of Trump Administration policies set us back in the race to protect our communities from climate change. And one of the many ways Donald Trump sabotaged key environmental issues was through his budgetary priorities.

For example, under the Trump Administration, budgets submitted to Congress proposed:
  • Slashing funding for the Environmental Protection Agency (EPA) by 31% — returning it to budget lows not seen since 1993.
  • Cutting funding for clean energy research and eliminating some key programs entirely.
  • Reducing federal funding that would help protect vulnerable areas from flooding.
Donald Trump’s 2020 budget didn’t mention climate change a single time.

But here’s some good news telling us that we are starting back in the right direction, John: Joe Biden just submitted his “skinny budget” and it mentions climate 146 times while calling for $14 billion in increased funding.

The skinny budget is like a budgetary blueprint outlining the President’s spending and investment priorities for the coming year. It will be followed in coming months by a fuller, more detailed budget. Biden’s skinny budget asks for $14 billion across nearly every agency to pursue net zero emissions by 2050. It invests $10 billion in clean energy innovation and research and commits $600 million to electrify the fleet of federal vehicles.

But here’s our problem: This budget has to get through Congress, and Biden’s call for increases in investments will be met with resistance in some places on the Hill. That’s why we need your help to support the SEEC members who are making the case to get this kind of budget passed in Congress. The EPA lost nearly 1,000 employees during the four years of the Trump Administration — this budget sets aside money to refill those jobs and further increase the agency’s budget. If passed, the EPA would receive more federal funding than ever before.
